      <title>Travel and Leisure Mag: Lakewood Coolest in USA</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;&lt;em&gt;Travel &amp;amp; Leisure Magazine&lt;/em&gt; named Lakewood among its top ten &amp;ldquo;Coolest Suburbs  Worth a Visit.&amp;rdquo; The magazine touts Lakewood&amp;rsquo;s  &amp;ldquo;well-established (and thriving) nightlife and gastronomic scene along Detroit Avenue,&amp;rdquo;  noting that Lakewood  has been on hipsters&amp;rsquo; radar for some time. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;I&amp;rsquo;m thrilled that Lakewood is getting another national  recognition,&amp;rdquo; said Mayor Ed FitzGerald.&amp;nbsp;  &amp;ldquo;From Melt to Pier W, Beck Center to the Winchester,  Lakewood is  home to cool shopping, nightlife and restaurants. Even our &lt;em&gt;library&lt;/em&gt; is cool.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The City of Lakewood  has been noticed by other national publications including BusinessWeek and This  Old House Magazine, finding Lakewood  tops for raising a family and buying an older home, respectively. The city has  the highest population density in the region, and has among the highest  concentration of young adults and first time homebuyers. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;It&amp;rsquo;s not just the new businesses and  restaurants that draw people to Lakewood.&amp;nbsp; Lakewood  has been cool for a long time, but with a revitalized downtown and businesses  opening city wide, even in a tough economy, it&amp;rsquo;s easier to get noticed,&amp;rdquo;  FitzGerald said.&lt;/p&gt;
&lt;p&gt;Thomas Mulready of CoolCleveland  weighed in: &amp;ldquo;We&amp;rsquo;ve known  this about Lakewood  for a long time. There&amp;rsquo;s a lot we&amp;rsquo;d add to their lists, including safety,  retail, artists in residence, accessibility to world class amenities, rebuilt schools&amp;hellip;the  list goes on and on for us.&amp;rdquo; &lt;/p&gt;

      <title>City Seeks Leaders For Entrepreneur In Residence Program</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;While  the city has a number of programs to attract and grow businesses, it wants to  assist businesses that are still at the idea stage. To grow Lakewood&amp;rsquo;s base of entrepreneurs and  demonstrate a commitment to growing business, the city is establishing an &lt;em&gt;Entrepreneur in Residence&lt;/em&gt; program. &lt;/p&gt;
&lt;p&gt;In  partnership with the Chamber of Commerce, Pillars of Lakewood and  LakewoodAlive, the city is offering a stipend-funded Entrepreneur in Residence  (EIR), and looking for proposals for programs, organizations and especially  individuals who are willing to commit their time and resources to like-minded  entrepreneurs to help build business from the ground up &amp;ndash; in Lakewood. &lt;/p&gt;
&lt;p&gt;The  successful EIR will be an individual or organization that will assist Lakewood  residents and businesses in helping to bring ideas to the marketplace. The EIR  will provide counsel on business planning, conducting due diligence and  cultivating financial resources. Assisted by the EIR&amp;rsquo;s community partners, the  EIR will be responsible for identifying and attracting participating  entrepreneurs, emphasizing students and second-career professionals to EIR  programming.&lt;/p&gt;

      <title>Lakewood Police Arrest Two for Library Robbery</title>
      <description>&lt;br/&gt;The Lakewood Police Department arrested Lauren and Ryan Markham on August 5, 2010 for warrants charging them with robbery.  The two were wanted for the purse snatching at the Lakewood Public Library, 15425 Detroit, on July 20th, 2010.  
Through intensive media exposure and tips from the public, the brother and sister were arrested and are currently in Cuyahoga County Jail awaiting trial.</description>

      <title>33rd Annual Lakewood Arts Festival To Be Held August 7th </title>
      <description>Art, Music, Food And Children’s Activities Take Over Downtown Lakewood!&lt;br/&gt;&lt;body&gt;
&lt;p&gt;The 33rd Annual Lakewood Arts Festival will take place on Saturday, August 7, 2010 from 10:00 a.m. to 6:00 p.m. on Detroit Avenue between Elmwood and Marlowe Avenues.  This year’s festival is a juried exhibition of all media in fine arts and crafts and will feature 174 artists from across the country and over 30 additional booths operated by various not-for-profit organizations and offering food, beverages, products and activities for children.  In addition, live music will be performed throughout the day at City Center Park, located at Cook and Detroit Avenues..&lt;/p&gt;
&lt;p&gt;Detroit Avenue in downtown Lakewood will be closed to traffic between 5:30 AM and 9:00 PM along Detroit Avenue between Elmwood and Marlowe Avenues.  The festival will take place rain or shine and there is no admission fee.&lt;/p&gt;

      <title>Fatal Fire At Marine Towers East Remains Under Investigation</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;At 5:37 am  this date, Lakewood Fire companies responded to a fire alarm at the Marine  Towers East condominiums, located at12520 Edgewater Drive.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The fire  started in apartment 1007, which was occupied by 47-year old Ralph  Morenz.&amp;nbsp; Mr. Morenz was treated by paramedics and transported by squad to  Lakewood Hospital, where he was subsequently pronounced dead. &lt;/p&gt;
&lt;p&gt;The State  Fire Marshal&amp;rsquo;s office was contacted to assist Lakewood Fire investigators at  the scene.&amp;nbsp; The cause of death is pending with the coroner.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The fire was  confined to apartment 1007, although smoke damage spread to other building  locations.&amp;nbsp; The initial fire loss is estimated at $35,000. The cause of  the fire remains under investigation.&lt;/p&gt;

      <title>Lakewood Celebrates the Fourth of July</title>
      <description>Parade at 12:00 P.M., Band Concert at 7:00 P.M. and Fireworks in Lakewood Park at Dusk
&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Lakewood Mayor Ed  FitzGerald today announced that Virginia Marti Veith, founder of Virginia Marti College,  will serve as the Grand Marshall for the City&amp;rsquo;s Fourth of July parade.&amp;nbsp; The parade is scheduled to step off on Sunday  July 4, 2010 at 12:00 p.m. on Lake    Avenue at Kenneth Drive and conclude at Lakewood Park. &lt;/p&gt;
&lt;p&gt;Virginia Marti Veith grew up  with a passion for quality fabrics and fashion. Her father was a furrier,  owning a store in Cleveland.  Early on, Mrs. Veith understood that quality sewing and construction skills  would open up a world of design possibilities for her. She began studying  fashion in New York City, then moved on to Paris to study the Haute  Couture method of design, with its emphasis on quality fabrics and customizing  detail.&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;
  When Mrs. Veith moved back to the States  several years later, she opened her own bridal salon. Unable to find expert  staff, Mrs. Veith began training new students. Five students attended her first  Fashion Design class at the new Virginia Marti College of Fashion and Art in  April 1966. In 1970, the coursework evolved into a Fashion Design Associate  Degree Program.&lt;/p&gt;
&lt;p&gt;&lt;br /&gt;
  Virginia Marti College of Art and Design  is a nationally accredited, two-year career college for students who are ready  to advance their education and careers in fashion design, fashion  merchandising, interior design, graphic design and digital media. Specialized,  project-based curriculum and hands-on training prepare aspiring designers to  compete in creative fields with the most dynamic growth potential.&amp;nbsp; Virginia  Marti College  moved to current location in Lakewood  in 1985, with major renovations and additions completed in 2003. This site was  custom designed to include a gallery, which showcases the art and design work  of the students.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We are pleased to honor Virginia Marti Veith for all she  has given to the Lakewood  community&amp;rdquo; said Mayor FitzGerald.&amp;nbsp; &amp;ldquo;We  are proud to have her serve as Grand Marshall of the Fourth of July Parade.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Joining in the parade will be musical favorites, the Lakewood High  School Ranger Marching Band, St. Edward High School Band, the Lochaber Pipe  Band and Red Hackle Pipe Band.&amp;nbsp;&amp;nbsp; &lt;/p&gt;
&lt;p&gt;After the parade, festivities will continue in Lakewood Park  with games, food, activities and information provided by several of Lakewood&amp;rsquo;s community  organizations.&amp;nbsp; At 7:00 p.m., the  Lakewood Project, Lakewood High School&amp;rsquo;s Youth Rock Orchestra, will perform at  the Bandstand at Lakewood   Park.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The Fourth of July festivities will conclude with Lakewood annual fireworks  extravaganza at approximately 9:45-10:00 p.m.&lt;/p&gt;

      <title>City of Lakewood, First Suburbs Development Council and City of Cleveland Win $100,000 from the Fund for Our Economic Future</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Yesterday, the Fund for Our Economic Future announced  the winners of their EfficientGovNow competition. A consortium including the City of Lakewood, the First Suburbs Development Council and the  City of Cleveland  were among the winners that received funding. &lt;/p&gt;
&lt;p&gt; The funds will be used to  help establish Ohio&amp;rsquo;s first Renewable Energy Special Improvement  District, or RE-SID. Just this week, the City of Lakewood  introduced legislation to establish the RE-SID after declaring intent to pursue  an advanced energy improvement district in November of 2009. Seventeen  communities have been invited to participate in this first-of-its-kind  consortium. &lt;/p&gt;
&lt;p&gt; A RE-SID has been called &amp;ldquo;pay as you go for energy  improvements,&amp;rdquo; because it will establish a mechanism to finance energy  improvements and all but eliminate up front installation costs. By  participating in a RE-SID, property owners finance energy improvements at  special rates, and pay for the improvements via a special voluntary assessment  on their tax bills. The energy cost savings will outweigh the payments. &lt;/p&gt;
&lt;p&gt; &amp;ldquo;Lakewood has been a leader in building this  strong and diverse coalition of cities working together to be more efficient.  Our proposal was the only one that builds a public sector mechanism to help the  private sector. These funds are going to be used to help property owners in Lakewood save money and  use less non-renewable energy,&amp;rdquo; said Lakewood Mayor Ed FitzGerald.&lt;br /&gt;
  The Fund for Our Economic Future sponsored the  competition to encourage greater citizen advocacy for more collaborative,  efficient local government. Residents were asked to vote for their three  favorite government collaborations from 10 finalists chosen by the Fund, a  collaboration of philanthropic institutions and individuals throughout Northeast Ohio that works to strengthen the region&amp;rsquo;s  economic competitiveness. &lt;/p&gt;
&lt;p&gt;The  goal of the RE-SID is to enable property owners to cut their utility bills and  benefit from renewable energy. It is a self-financing program where the energy  cost savings will be greater than the costs of the solar improvements. Without  the RE-SID, energy efficiency  projects have significant up-front costs; it takes a property owner several  years to recoup their investment in energy efficiency. The Renewable Energy  Special Improvement District changes that. &lt;/p&gt;
&lt;p&gt;Lakewood City Council will consider the legislation in  the coming weeks. Other cities and the City of Cleveland are expected to propose similar  legislation in the coming months. Property owners will be invited to  participate in a pilot program in autumn 2010, with full scale implementation  expected in 2011. &lt;/p&gt;

&lt;p&gt;At Monday&amp;rsquo;s meeting of Lakewood City  Council, Mayor FitzGerald and Councilman Tom Bullock introduced legislation to  create the Ohio&amp;rsquo;s First Advanced Energy Special Improvement District (AESID).  An AESID has been called &amp;ldquo;pay as you go for energy improvements,&amp;rdquo; because it  will establish a mechanism to finance energy improvements and all but eliminate  up front installation costs. By participating in an AESID, participating  property owners finance energy improvements  special rates. Property owners pay for the improvements from the  energy savings via their tax bill through a voluntary assessment.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;We intend to create a mechanism that  goes beyond an ordinary incentive. Establishing the state&amp;rsquo;s first ever Advanced  Energy Special Improvement District initiates a financing tool that virtually  eliminates the up-front project costs and makes these improvements a reality  for ordinary property owners. The savings from property owners&amp;rsquo; lower utility  bills will more than cover the costs of the energy efficiency improvement,&amp;rdquo;  said Lakewood Mayor Ed FitzGerald. &amp;ldquo;The SID will cost the city almost nothing,  while improving participating property values and making it easier to modernize  older residential and commercial properties.&amp;rdquo;&lt;br /&gt;
  The AESID is a growing collaboration  among the City of Lakewood, the City of Cleveland, the Cleveland-Cuyahoga Port  Authority and other first-ring suburbs. The legislation helps establish the  multi-city special improvement district, and authorizes Lakewood&amp;rsquo;s  participation in the new organization. Local leaders believe this is the first  ever multi-city collaboration in the country. &lt;/p&gt;
&lt;p&gt; The  goal of the AESID is to enable property owners to cut their utility bills and  benefit from renewable energy. It is a self-financing program where the energy  cost savings will be greater than costs of the solar improvements. Without the  AESID, energy efficiency projects have significant up-front costs; it takes a  property owner several years to recoup their investment in energy efficiency.  The Solar Energy Special Improvement District changes that. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;This  financing option will help more businesses and homeowners afford clean energy  projects and invest in their properties--at little or no cost to the city&amp;rdquo; said  Councilman Tom Bullock. &amp;ldquo;Our community intends to be a leader in sustainability  and clean energy, and taking this step makes us one of the first municipalities  in Ohio to pursue this innovative new strategy.&amp;quot;&lt;/p&gt;
&lt;p&gt;In  October 2009, Ohio House Bill 1 became effective, enacting changes to Ohio law  allowing municipalities to create such SIDs for  &amp;ldquo;special energy improvement projects&amp;rdquo; in their communities.&amp;nbsp; Just last  Friday, that legislation was expanded to include other energy efficiency  improvements, including geothermal and wind&amp;mdash;energy efficiency applications that  are better suited for residential use in Lakewood. &lt;/p&gt;
&lt;p&gt;Lakewood City Council will consider  the legislation over the coming weeks. Mayor FitzGerald expects other  communities to adopt similar legislation in the coming months. Property owners  will be invited to participate in a pilot program in autumn 2010, with full  scale implementation expected in 2011. &lt;/p&gt;

&lt;p&gt;The North Union Farmer&amp;rsquo;s  Market will open for its 12th season on Wednesday, 
  June 2, 2010 at 10:00 a.m. in the Kaufmann Park Parking Lot behind Drug Mart, 15412 Detroit Avenue.&amp;nbsp; The Market will operate every Wednesday  through September 29, 2010 between 10:00 a.m. and 1:00 pm.&amp;nbsp; The Market is operated by the North Union Farmer&amp;rsquo;s  Market in collaboration with the City of Lakewood  and features vendors who grow their own produce on small, family-owned  farms.&amp;nbsp; Organizers expect up to 15  vendors at each Wednesday&amp;rsquo;s market.&lt;/p&gt;
&lt;p&gt;The new Lakewood Farmers  Market will operate on Saturdays beginning June 26 from 9:00 AM to 1:00 PM in  the City Center Park,  in front of Marc&amp;rsquo;s.&amp;nbsp; The market will  operate every Saturday (expect August 7 due to the Lakewood Arts Festival)  through October 2, 2010.&amp;nbsp; This market is  being organized by a volunteer group, with the support of the City, who saw a  need to offer an additional market during the weekend.&amp;nbsp; Their mission is to connect local residents with fresh,  local, homemade/handmade/homegrown produce and products while encouraging local  entrepreneurship and unify the community through sustainable endeavors.&lt;/p&gt;

&lt;p&gt;Dana&amp;rsquo;s  Legacy Foundation, founded by a Lakewood  resident in honor of her daughter, was created to beautify Lakewood&amp;rsquo;s parks through natural plantings of  trees and flowers.&amp;nbsp; &amp;nbsp;Their motto is &amp;ldquo;Celebrating life cycles  through beautification&amp;rdquo;&lt;/p&gt;
&lt;p&gt;The  Green Team is an afterschool nature club at Lakewood Catholic   Academy comprised of  students in grades two through eight. The Green Team is designed to foster and  nurture environmental awareness and respect primarily using the outdoors as a  classroom for experiential education and also to explore nature&amp;rsquo;s connection  with our faith. The Green Team is also responsible for service projects not  only at the school, but also in the community.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;Green  Team members voted at the beginning of the school year to plant flowers and a  tree in Lakewood Park as their community service project.  Green Team planted a tree in December.&amp;nbsp;  On May 22 from 1:30-3:00 p.m., they will continue to beautify the park by  planting flowers to support Dana&amp;rsquo;s Legacy Foundation&amp;rsquo;s first flower garden. &lt;/p&gt;
&lt;p&gt;An  inaugural ceremony will be held at 1:30 p.m. in the south end of the island between  Foster Pool and the bandstand near the entry to Lakewood Park.&amp;nbsp; This ceremony will be followed by the flower  planting by the Green Team members.&amp;nbsp; &lt;/p&gt;

      <title>Mayor Declares Local State Of Emergency For Storm </title>

&lt;p&gt;Ed FitzGerald, Lakewood&amp;rsquo;s  Mayor and Director of Public Safety, has declared a Local State of Emergency in  Lakewood as a  result of Friday&amp;rsquo;s severe storm.&amp;nbsp; The  declaration enables the City to apply for county, state and federal funding to  help pay for clean-up efforts.&lt;/p&gt;
&lt;p&gt;Lakewood was hardest hit by Friday  night&amp;rsquo;s storm, pummeled by tornado-force winds and quarter sized hail. In just  a couple hours, city safety forces received over 100 calls reporting downed  trees and power lines.&amp;nbsp; Despite  significant damage to homes and other property, no injuries were reported. City  wide clean-up efforts continue and will for some time.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;As a result of Friday&amp;rsquo;s storm damage to private  and public property, I am declaring a State of Emergency,&amp;ldquo; stated Mayor Ed FitzGerald. &amp;ldquo;In  addition to the safety forces&amp;rsquo; response and clean-up efforts already underway,  this declaration is another necessary part of our response.       <title>Thousands of Lakewood Residents Affected By Storm</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;The City of Lakewood was one of hardest hit communities from yesterday&amp;rsquo;s storm.  First responders worked all night and all day today to clear fallen trees, maintain passage through city streets and restore power.  The City plans to seek assistance from County, State and FEMA for the damages.&lt;/p&gt;
&lt;p&gt;The Fire Department received over 100 calls regarding downed trees and power lines.  The Police Department reports no injuries have been directly attributed to the storm and most of the damage occurred on the northern end of Lakewood.  Extra police officers and auxiliary police officers have been brought in to monitor downed power lines. &lt;/p&gt;
&lt;p&gt;Public Works crews have been working since last night to remove trees and clear roadways.  More than 15 intersection blocks have already been cleared of storm damage.  There was also significant flooding in the western section of Clifton and Lake Avenues due to blocked catch basins.  Sewer crews were detailed to the area.  Public Works crews will be working again tomorrow to do more clean-up.&lt;/p&gt;
&lt;p&gt;The following intersections remain closed due to downed trees and power lines:&lt;br /&gt;
  West Clifton and Clifton&lt;br /&gt;
  Sloane Subway Underpass&lt;br /&gt;
  Lake Road (Western end)&lt;br /&gt;
  Clifton Road (Western end)&lt;br /&gt;
  Edgewater (Western end)&lt;br /&gt;
  Edgewater and Webb&lt;/p&gt;
&lt;p&gt;In addition, Cove Park and parts of Lakewood Park are closed due to the storm damage.  Drivers are encouraged to avoid using Clifton Boulevard especially in the western end of Lakewood due to storm damage.  Detroit Avenue is suggested as an alternate route. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;While Lakewood was one of the hardest hit communities, we are very grateful there was no loss of life attributed to this storm,&amp;rdquo; stated Mayor and Public Safety Director Ed FitzGerald.  &amp;ldquo;First responders did a great job accessing the damage and crews have been working non-stop to clear debris and restore power.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;CEI is reporting power outages from Avon to Ashtabula due to the storm.  They estimate 15000 customers were without power, nearly 2000 of those are from City of Lakewood.  CEI has 15 crews in Lakewood working to restore power. They are estimating that power should be restored to most customers by 8:00 PM on Sunday, May 9.  Residents are reminded to stay away from downed power lines and report them to First Energy at 888-544-4877.&lt;/p&gt;
&lt;p&gt;The Lakewood Building Department will be detailed on Monday to access damage to any structures in the City.  Residents can place storm debris such as fallen tree limbs on their tree lawn for collection.&lt;/p&gt;

      <title>City of Lakewood Receives 2010 Community Partner Award</title>
      <description>&lt;br/&gt;The City of Lakewood received an award for its role in attracting and growing small businesses. The WECO Fund, a local organization that is dedicated to helping individuals start and expand small businesses, honored the City of Lakewood for the city’s role in microenterprise development. 

The City partners with WECO to strengthen small businesses through the city’s SEED Program. Lakewood’s Start-up and Existing Entrepreneurial Development (SEED) Program provides start-up funding for the build-out costs of starting a new business. The program can be paired with other sources of operating capital through WECO. 

In just two years, the program has already helped to start and grow nine small businesses in Lakewood. “The partnership is a shining example of how collaboration can create neighborhood anchors and strengthen local business communities,” said Christine Henry, Executive Director of the WECO Fund. 

“It’s nice to be recognized by WECO, but the real honor is that we have nine new and growing businesses that call Lakewood home,” said Nathan Kelly, Director of Planning and Development. “Despite challenging economic times, Mayor FitzGerald and Lakewood City Council continue to support investment in economic development, especially successful programs like the SEED Program.”

Patty Ryan, CEO of the Lakewood Chamber of Commerce noted, “Difficult economies are often when entrepreneurs take their leap. Lakewood’s affordability, right-sized office spaces, and number of complementary businesses make Lakewood a reliable location for starting a business.”

The 2010 Community Partner Award was delivered to the city at WECO’s Annual Impact Luncheon and attended by nearly 200 people from throughout the region. Recent beneficiaries of program include a wide variety of businesses from architects to hardware stores and art galleries to coffee houses.       <title>Annual Fire Hydrant Testing Begins May 3th</title>
      <description>&lt;br/&gt;&lt;p&gt;The City of Lakewood Division of Fire&amp;rsquo;s annual fire hydrant testing program begins Monday, May 3, 2010.  Testing will be done on Mondays, Tuesdays, Wednesdays and Thursdays throughout the month of May.  Annual hydrant flushing is necessary to assure proper hydrant operations during fire emergencies.&lt;/p&gt;
&lt;p&gt;The testing may cause temporary discoloration of the water supply and residents should check the color of their water before washing clothes to guard against discoloring fabrics.  After a few hours, the sediment will settle and the water should run clear again.  While the water may appear unsightly, discoloration is due to the release of built-up mineral deposits present in all water mains.&lt;/p&gt;

      <title>Lakewood Named “Tree City U.S.A.” For 33rd Year</title>

&lt;p&gt;The City  of Lakewood has been named a Tree City USA community  by the Arbor Day Foundation to honor its commitment to community forestry.&amp;nbsp; This is the thirty-third year that Lakewood has earned this national  designation.&lt;/p&gt;
&lt;p&gt;The Tree City USA program is  sponsored by the Arbor Day Foundation in cooperation with the National  Association of State Foresters and the USDA Forest Service.&lt;/p&gt;
&lt;p&gt;As a long-standing  Tree City U.S.A.  award recipient in Northeast Ohio, Lakewood  has consistently met the national standards required in order to be honored  with this prestigious award. &lt;/p&gt;
&lt;p&gt;The four  standards of a Tree City U.S.A.  include:&lt;/p&gt;
&lt;ul&gt;
  &lt;li&gt;A Tree Board or Department:&amp;nbsp; Someone must be legally responsible for the  care and management of the community&amp;rsquo;s trees.&amp;nbsp;  This may be a volunteer tree board, a forestry department, or a  professional forester or arborist&lt;/li&gt;
  &lt;li&gt;A Tree Care Ordinance:&amp;nbsp; The tree ordinance must designate the  establishment of a tree board or forestry department and give this body the  responsibility for writing and implementing an annual community forestry work plan.&amp;nbsp; &lt;/li&gt;
  &lt;li&gt;A Community Forestry Program with an annual budget of  at least $2 per capita&lt;/li&gt;

      <title>Lakewood Police Captain Graduates From FBI Academy </title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Captain Gary D. Stone of the  Lakewood Police Department was one of 253 law Enforcement officers that  graduated from the FBI National Academy Program at Quantico, Virginia  on March 19, 2010. The 240th Session of the National Academy  consisted of men and women from 50 states. Included in the class were members  of law enforcement agencies from the District    of Columbia, 20 international countries, four  military organizations, and four federal civilian organizations. &lt;/p&gt;
&lt;p&gt;Internationally known for its  academic excellence, the National Academy Program, held at the FBI Academy,  offers 10 weeks of advanced investigative, management, and fitness training  within their agencies. On average, these officers have 19 years of law  enforcement experience and usually return to their agencies to serve in  executive-level positions. &lt;/p&gt;
&lt;p&gt;FBI Director Robert Mueller, was the  principal speaker at the ceremony. The graduating officers were represented by  the class spokesperson, David Moore, Chief Inspector with the Police Service of  Northern Ireland, in Belfast, Northern Ireland, United Kingdom. A total of 43,483  graduates now represent the FBI   National Academy  since it began in July 1935. Of this number approximately 25,971 are still  active in law enforcement work. &lt;/p&gt;
&lt;p&gt;Training for the program is provided  by FBI Academy instructional staff, Special  Agents, and other staff members holding advanced degrees, many of whom are  recognized internationally in their fields of expertise.&lt;/p&gt;
&lt;p&gt;Chief Timothy J. Malley, a graduate  of the National Academy Class 224, commented that &amp;ldquo;Captain Stone&amp;rsquo;s dedication  to his profession and his enthusiasm to attend advanced training will benefit  him in his service to the citizens of Lakewood.&amp;nbsp; Being selected to attend this prestigious  training, from applicants around the world, is an honor for Captain Stone and  the entire Lakewood Police Department.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;Captain Stone is a twenty-five year  member of the police department and is currently assigned to the department&amp;rsquo;s  Administration and Services Division. He is married to Susan and has two children  Rachael age seventeen and Matthew age fifteen. &lt;/p&gt;

      <title>University Tees Headquarters and Production Comes to Lakewood</title>

&lt;p align="left"&gt;University  Tees, a growing business owned by Lakewood  residents, is moving its headquarters to Lakewood  this summer. The company sells apparel products to college campuses across the  nation.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The  growing business already opened a production facility in Lakewood in September of 2009 as part of its  newly created company, 717 Ink.&amp;nbsp; The  company decided to stop outsourcing their printing processes and 717 Ink is the  exclusive screen-printer for University Tees.&amp;nbsp;  717 Ink recently entered into a long term lease at Lakewood&amp;rsquo;s  Templar Office Complex (formerly the Lake    Erie Screw Building), 13000 Athens Avenue. &amp;nbsp;&lt;/p&gt;
&lt;p&gt;&amp;ldquo;I have called Lakewood home for over five years, and I&amp;rsquo;m excited to call  Lakewood the  home for University Tees,&amp;rdquo; said Joe Haddad, Vice-President of University Tees. &amp;nbsp;&amp;ldquo;A majority of our team lives here, and this  move will mean a lot to everyone.&amp;rdquo; &lt;/p&gt;
&lt;p&gt;To  help grow their business, 717 Ink and University Tees applied for and received  a $50,000 loan from Lakewood&amp;rsquo;s  economic development fund to finance the purchase of capital equipment the  companies needed to facilitate their growth. The loan will be repaid in just  few years.&lt;/p&gt;
&lt;p&gt;&amp;ldquo;Small  business is big business in Lakewood.  That&amp;rsquo;s why the city established our economic development fund to grow small, growing,  businesses&amp;rdquo; said Nathan Kelly, Lakewood&amp;rsquo;s Director of  Planning and Development. &amp;ldquo;We&amp;rsquo;re glad to be part of their growth and proud that  they are calling Lakewood  home.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;University  Tees will move their office headquarters to Lakewood in the summer of 2010. Together,  this growing business will bring a dozen new jobs and almost $500,000 in new  payroll to Lakewood.  Their conservative growth projections place their 2011 payroll over $500,000. &lt;p&gt;The City of Lakewood will again participate in Earth Hour  on Saturday,
  March 27, 2010 from 8:30 PM to 9:30 PM.&amp;nbsp;  Earth Hour is a global event that encourages individuals and businesses  to show their support for reducing global warming by turning out lights and  unplugging unneeded appliances for an hour. &amp;nbsp;Lakewood  residents and businesses are encouraged to turn off their lights from 8:30 PM  to 9:30 PM.&lt;/p&gt;
&lt;p&gt;In 2009, more than 300 cities across  the globe joined the Earth Hour movement and Lakewood  was the first city in Ohio  to sign up.&amp;nbsp; This year, Ohio is an official Earth Hour state and  will turn off the lights at the governor&amp;rsquo;s residence.&lt;/p&gt;
&lt;p&gt;Earth Hour began in Sydney  in 2007, when 2.2 million homes and businesses switched off their lights for  one hour. In 2008 the message had grown into a global sustainability movement,  with 50 million people switching off their lights. Global landmarks such as the  Golden Gate Bridge  in San Francisco, Rome&amp;rsquo;s  Colosseum, the Sydney Opera House and the Coca Cola billboard in Times Square all stood in darkness.&lt;/p&gt;

      <title>Holiday Refuse Collection Schedule</title>

&lt;p&gt;Due to the Good Friday holiday, there will be no refuse or recycling  collected on &lt;strong&gt;Friday, April 2, 2010&lt;/strong&gt;.&amp;nbsp; Residents whose refuse  is normally collected on Monday will have collection on Monday. &amp;nbsp;Residents whose refuse is normally collected  on Tuesday, Wednesday and Thursday should have their refuse and recyclables  available for collection on the &lt;strong&gt;day before their regular day&lt;/strong&gt; and it will be  collected either on that day or their regular day. Residents whose refuse is  normally collected on Friday will have collection on Thursday.&lt;/p&gt;
&lt;p&gt; Residents  are reminded that refuse and recycling should not be placed on the curb or tree  lawn until after 6:00 p.m. on the night before your collection day and should  be available for collection by 6:30 a.m. on the collection day. &lt;/p&gt;

      <title>Lakewood To Observe “Severe Weather Awareness Week”</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;The City of Lakewood will observe &amp;ldquo;Severe Weather Awareness Week&amp;rdquo; from March 22-26, 2010.  The goal of Severe Weather Awareness Week is to call attention to the threats posed by weather hazards in an attempt to reduce the loss of life, injury and property damage.  In support of this community awareness and planning objective, the City of Lakewood will sponsor several events during the week to educate children and adults about tornado safety.&lt;/p&gt;
&lt;p&gt;Lakewood will also join other cities and municipalities throughout Cuyahoga County in conducting a Tornado Safety Exercise on Wednesday, March 24, 2010 at 9:50 a.m.  &amp;ldquo;Weather emergencies affecting the City of Lakewood can sometimes develop quickly,&amp;rdquo; said Fire Chief Lawrence Mroz.  &amp;ldquo;As a result, we are fortunate to have an outdoor early siren warning system that covers the entire City.&amp;rdquo;  Lakewood&amp;rsquo;s outdoor sirens, which are tested every Saturday at noon, feature loudspeakers for relaying warning sirens and verbal messages.&lt;/p&gt;
&lt;p&gt;According to the National Weather Service, severe weather in Ohio can take on many shapes and forms, including tornadoes, flash floods, lightning and winter storms.  Although Ohio&amp;rsquo;s number of tornadoes does not rank high in the United States, we average 16 tornadoes a year.  Many of these tornadoes are weak (F0 or F1 on the Fujita Scale), but Ohio has been struck by some of the most destructive (F5) tornadoes on record, including the April 3, 1974 tornado at Xenia, which killed over 30 people and destroyed 2,000 buildings.&lt;/p&gt;
&lt;p&gt;Lakewood&amp;rsquo;s &amp;ldquo;own&amp;rdquo; tornado, on July 4, 1969, was actually a line of severe thunderstorms that carried winds of more than 80 miles an hour.  The winds, along with heavy rain and intense lighting, caused extensive damage to trees, wires and homes in Lakewood.  According to Chief Mroz, Lakewood relied solely on the Emergency Broadcast System at that time.  &amp;ldquo;Today, Lakewood has in place an early outdoor warning siren system that is set off at Lakewood&amp;rsquo;s Police Dispatch when it receives a thunderstorm warning or tornado warning,&amp;rdquo; noted Chief Mroz.  &amp;ldquo;With this warning system combined with the Emergency Broadcast System and community education programs like Severe Weather Awareness Week, we hope to never again experience the kind of weather-induced damage we saw in 1969.&amp;rdquo;&lt;/p&gt;
&lt;p&gt;In addition to the Tornado Safety Exercise on March 24th, the City&amp;rsquo;s Division of Fire will provide educational materials to elementary schools for students and their parents.&lt;/p&gt;

&lt;p&gt;To keep service learning going and growing, H2O is kicking  off its &lt;u&gt;FOR THE KIDS&lt;/u&gt; campaign.&amp;nbsp;  Members of Lakewood&amp;rsquo;s  H2O &amp;ldquo;Help to Others&amp;rdquo; youth volunteer program are embarking on a major  fundraising campaign. The goal is to raise $30,000 in 30 days. &lt;/p&gt;
&lt;p&gt;There  are more than 500 Lakewood  youth that participate in H2O activities and events each year. H2O  currently has members that attend the following eight schools: Lakewood High School,  St. Edward  High School, St. Ignatius High School, St. Joseph Academy,  Magnificat High   School, Garfield Middle School, Harding  Middle School, and Lakewood Catholic   Academy. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;More  kids want to join H2O, but  donations aren&amp;rsquo;t keeping up with costs.&amp;nbsp;  Our goal is to keep service learning activities affordable for all Lakewood teens who want to  participate,&amp;rdquo; states H2O

      <title>Lakewood Open House Saturday</title>
      <description>Two City-Owned Properties To Participate &lt;br/&gt;&lt;p&gt;Two properties recently purchased by the City of Lakewood with Neighborhood Stabilization Funds will be available for viewing at the Lakewood Open House on March 13.  These two homes, located at 1300 Andrews Avenue and 1195 Gladys Avenue, will be completely renovated by the City prior to the sale of the property. &lt;/p&gt;
&lt;p&gt;When the renovations are complete on these homes, they will have a brand new kitchen and baths, a new high efficiency furnace and air conditioner, ceramic tile, new carpet and a complete landscape package.  They will essentially be brand new and totally code compliant.&lt;/p&gt;
&lt;p&gt;The Lakewood Open House will be held from 1:00 to 5:00 PM on March 13.  The Open House will showcase 50 homes for sale with easy access to downtown Lakewood.       <title>Lakewood Police Department Charge Ten In Graffiti Damage</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Over the past several months. the Lakewood Police Department  has investigated a marked increase in graffiti damage in the central and  western parts of the city.&amp;nbsp; The nature  and locations of the graffiti indicated that most of the damage was the result  of the same criminals.&amp;nbsp; The Lakewood  Police Department heard from many in the business community and residents about  the damage and the negative effect it had on the community.&amp;nbsp; Using Hot Spot Analysis the Lakewood Police  Department identified the areas with the most recent damage and the likely days  and times the damage was occurring.&amp;nbsp; The  Special Operations Unit initiated a special detail to direct efforts to arrest  the suspects.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;On January 28th Officer Kevin Fischer of the  Special Operations Unit arrested a juvenile Lakewood male spray painting a dumpster  behind a Detroit Ave.  business.&amp;nbsp; On February 3rd  Special Operations officers arrested 18yr old Lakewood resident Joshua Craighead after  committing a theft.&amp;nbsp; Craighead has  markers in his possession commonly used to create graffiti.&amp;nbsp; Further investigation into these activities  resulted in the February 4th arrest of a Lakewood Juvenile male for  graffiti. &amp;nbsp;Building upon information  learned the Lakewood Police Department obtained an arrest warrant for a 21yr  old Lauderdale Ave.  resident Jason Frederick. On February 15th off duty Patrol Officer  Patrick Cantlin observed 19yr old Lakewood  resident Kyle McCarty damaging a Detroit    Ave. business with graffiti, leading to his  arrest.&amp;nbsp; &amp;nbsp;Further information led to the arrest of 20yr  old, Olmstead Falls resident Patrick Corrigan.&amp;nbsp; Continued investigation by the Lakewood  Police Department Detective Bureau resulted in another arrest on February 25th  of a Lakewood  juvenile male.&amp;nbsp; On February 26th  two Lakewood Juveniles and one Cleveland  juvenile were arrested after being observed spray painting a Madison Ave. business and Lakewood High School.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;All of the juveniles will be filed on in the Cuyahoga County  Juvenile Court with multiple cases of criminal damaging.&amp;nbsp; Corrigan and Craighead have pled guilty in  Lakewood Municipal Court and sentenced to jail by Judge Patrick Carroll for  criminal damaging.&amp;nbsp; McCarty has pled to  criminal damaging and is awaiting sentencing.&amp;nbsp;  Frederick&amp;rsquo;s  case is still pending.&lt;/p&gt;
&lt;p&gt;Investigation revealed that most all of the suspects knew  each other or of each other in a loosely affiliated sub-culture that promotes  damaging property through graffiti.&amp;nbsp; None  of the graffiti was gang related.&amp;nbsp; The  Lakewood Police Department worked closely with Inspectors from the Lakewood  Building Department and the Lakewood Prosecutors Office in bringing theses  cases to court.&amp;nbsp; This was an excellent  example of a team effort in the Lakewood Police Department as members from the  Patrol, Special Operations, and Detective Divisions all worked cooperatively to  make these arrests and put an end to this series of damage. &lt;/p&gt;

      <title>GrafTech Wins $1 Million Grant To Commercialize New Product In Lakewood</title>

&lt;p&gt;GrafTech  won a $965,000 grant to commercialize new products at its Lakewood, Ohio  location. The award comes from Ohio&amp;rsquo;s Third Frontier  Program, which is a competitive grant program designed to fund innovative,  job-creating technologies in Ohio. &lt;/p&gt;
&lt;p&gt;GrafTech,  which has a site in Lakewood,  will be the beneficiary of the newly commercialized product, a &amp;ldquo;thermal  management solution for lithium ion batteries.&amp;rdquo; GrafTech seeks to commercialize  a product that keeps lithium ion batteries cool, which improves the batteries&amp;rsquo;  performance, durability and safety. GrafTech&amp;rsquo;s partners in the program include Mobius Power, Nexergy, and the Center for Automotive  Research at The Ohio State University. &lt;/p&gt;
&lt;p&gt;By  Third Frontier requirements, GrafTech has up to two years to commercialize the  product. &amp;ldquo;GrafTech&amp;rsquo;s heritage dates back farther than the City of Lakewood, when the  National Carbon Company built at what is now W117th and Madison in the 1890&amp;rsquo;s,&amp;rdquo;  stated Lakewood Mayor Ed FitzGerald. &amp;nbsp;&amp;ldquo;We&amp;rsquo;re  looking forward to working with GrafTech to continue their rich tradition of  innovating and investing in Lakewood  for years to come&amp;rdquo;.&lt;/p&gt;

      <title>Lakewood Municipal Court To Launch New Diversion Program For Building, Housing &amp; Health Code Violations</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Tom Ostromek has been hired by the Lakewood Municipal Court to assist with the probation department for building, housing and health code violation cases.  Tom is a retired building inspector with the City of Lakewood.  Since his retirement, Tom has worked with the Building Department for the City of Fairview Park.&lt;/p&gt;
&lt;p&gt;Beginning this year, the Lakewood Municipal Court, with the cooperation of the Lakewood Law Department, Building Department and LakewoodAlive, will establish a diversion program for building, housing and health code violation cases. The purpose of the diversion program is to assist homeowners to fix their homes and achieve compliance with the housing and building codes.&lt;/p&gt;
&lt;p&gt;The diversion program will be primarily limited to participants who own and live in the property.  The City&amp;rsquo;s Prosecutor&amp;rsquo;s Office has the right to review and approve or object to participation in the diversion program.  Factors to be considered for eligibility in the diversion program include prior code violation and other criminal history, the nature and number of violations, costs of repairs, impact on the community and other mitigating or aggravating circumstances.  If admitted into the diversion program, a compliance schedule will be developed to abate the violations. The participant must agree to cooperate with the persons or agencies designated by the court. Participants may be terminated from the program and returned to the Court&amp;rsquo;s regular criminal docket for noncompliance. &lt;/p&gt;
&lt;p&gt;Tom Ostromek will be working on a part time basis, with his salary paid out of the Court&amp;rsquo;s Probation Supervision Fund which will avoid the need to seek additional funds for the Court&amp;rsquo;s operating budget.  Tom will be coordinating efforts among the Court, City&amp;rsquo;s Building Department and LakewoodAlive, as well as other agencies, to assist in compliance with building, housing and health code violations. &lt;/p&gt;
&lt;p&gt;Tom will also be conducting inspections of properties for cases filed in court involving building, housing and health code violations.  In the past, building inspectors were required to appear in court to report on compliance status.  A large part of these duties will be assumed by Tom Ostromek as the court&amp;rsquo;s probation housing court specialist.  In doing so, building inspectors will be able to spend more time on code enforcement and inspections and less time in court. &lt;/p&gt;
&lt;p&gt;The diversion program will help to streamline code enforcement procedures by reducing the number of compliance inspections and time both prior to and after filing complaints with the court.  The Court&amp;rsquo;s housing code diversion program is being implemented with the assistance and cooperation of the City Administration, including Mayor FitzGerald, the City&amp;rsquo;s Law and Building Departments and LakewoodAlive. &lt;br /&gt;

      <title>Eat Well Lakewood Event To Be Held February 27th</title>

      <title>Lakewood Income Tax Amnesty A Success</title>
      <description>City Of Lakewood To Use IRS Records To Collect Delinquent Income Taxes 
In Phase Two Of Tax Compliance Initiative
&lt;br/&gt;&lt;body&gt;
&lt;p&gt;In 2009,  the City of Lakewood  launched the first phase of a new initiative to collect delinquent income  taxes. This first phase, a one-time  income tax amnesty program was implemented to ensure that every taxpayer is  aware of and contributing to the funding of city services (police, fire, street  maintenance, waste collection, etc).&amp;nbsp;  Many took advantage of this opportunity to &amp;ldquo;wipe the slate clean&amp;rdquo; and  from July 21, 2009 until September 30, 2009, the City of Lakewood collected $567,000 in delinquent tax  dollars and processed 2,200 delinquent tax returns.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The  second phase of the City of Lakewood&amp;rsquo;s  tax compliance initiative will be a more thorough identification of  noncompliant taxpayers.&amp;nbsp; A recently  formed partnership with the City of Cleveland  and the Central Collection Agency (CCA) allows the Income Tax Division access  to Internal Revenue Service (IRS) tax records.&amp;nbsp;  This increases the City of Lakewood&amp;rsquo;s  ability to identify taxpayers who did not file and/or pay the proper city  income tax.&amp;nbsp; Identified delinquent  taxpayers will be prosecuted to the fullest extent of the Lakewood Income Tax  Ordinance and be held responsible for all penalties and interest levied against  any outstanding tax balance(s). &lt;/p&gt;
&lt;p&gt;There is still time for taxpayers to file delinquent tax returns before  the second phase is instituted in early 2010.&amp;nbsp; The Lakewood Municipal Income Tax Division is  located at 12805 Detroit Avenue  in the City Hall  Annex Building  on the corner of Detroit  and Alameda Avenue.&amp;nbsp; No appointment is necessary.&amp;nbsp; The Income Tax Division will assist with free  Lakewood tax  return preparation or assistance during regular business hours, 8:00 AM to 5:00  PM, Monday through Friday.&lt;br /&gt;

      <title>Holiday Refuse &amp; Recycling Collection Schedule</title>

&lt;p&gt;Due to the Presidents&amp;rsquo; Day  holiday, there will be no refuse or recycling collected on Monday, February 15,  2010.&amp;nbsp; Residents whose refuse is normally  collected on Monday will have collection on Tuesday. Residents whose refuse is  normally collected on Tuesday, Wednesday and Thursday should have their refuse  and recyclables available for collection on their regular day, and it will be  collected either on that day or the day after. Residents whose refuse is  normally collected on Friday will have collection on Friday.&lt;/p&gt;
&lt;p&gt;Residents are reminded that  refuse and recycling should not be placed on the curb or tree lawn until after  6:00 p.m. on the night before your collection day and should be available for  collection by 6:30 a.m. on the collection day. &lt;/p&gt;

      <title>Lakewood Mayor, Council Approve Expanded Historic Preservation Legislation</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;Lakewood  City Council unanimously adopted legislation Monday that expands the scope of Lakewood&amp;rsquo;s existing  historic-preservation law to include architecturally-significant interiors of  public buildings.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The law  modifies the portion of the Lakewood  zoning code establishing a process for designating and protecting historic  structures in the city.&amp;nbsp; The prior landmarking law, adopted in 2008, provided for a process  that protected only the exterior of designated buildings.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;Monday&amp;rsquo;s  modifications, which were adopted after a months-long review process, now  include interiors of buildings &amp;ldquo;designed to be customarily open or accessible  to the public, including by invitation.&amp;rdquo; &lt;/p&gt;
&lt;p&gt;Interior-landmarking laws have been adopted nationwide since the  1970s, but it is believed Lakewood is the first  city in northern Ohio  to enact one.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;&amp;ldquo;Some  interiors far exceed, in architectural significance, the value of their  exterior shell,&amp;rdquo; said Councilman Kevin Butler, who introduced the legislation  along with Councilman Tom Bullock and Mayor Ed FitzGerald. &lt;/p&gt;
&lt;p&gt;&amp;ldquo;Consider  the magnificence all around you inside downtown Cleveland&amp;rsquo;s Grand Arcade, compared with its  relatively plain outer walls,&amp;rdquo; he said.&amp;nbsp;  &amp;ldquo;There&amp;rsquo;s just as much reason to protect the interiors of some of our  historic landmarks as the exteriors, and Lakewood  is no exception.&amp;rdquo; &lt;/p&gt;
&lt;p&gt;The law  provides owners of buildings that have been landmarked the opportunity to  obtain tax credits and help from non-profit organizations in maintaining and  restoring building interiors, as well as the opportunity to weigh in at all  stages of the designation process. &lt;/p&gt;
&lt;p&gt;Owners will  have the support of community organizations such as Lakewood&amp;rsquo;s Heritage Advisory Board and  Architectural Board of Review in order to prevent the destruction of any  architecturally, historic significant features of protected buildings. &lt;/p&gt;
&lt;p&gt;Rick Sicha,  who chairs the Heritage Advisory Board and assisted in drafting the  modifications, said, &amp;ldquo;The ordinance amendments set up a process to recognize  and protect Lakewood's  most notable public interior spaces, which all have stories to tell about our  community.&amp;rdquo;&lt;/p&gt;

      <title>One City Responds To First Energy Light Bulb Fiasco</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;After  the First Energy light bulb debacle,&lt;strong&gt; &lt;/strong&gt;the  City of Lakewood  is taking a proactive approach to encouraging its residents to use high-efficiency  light bulbs.&amp;nbsp; The City has joined forces  with a local Lakewood  business to offer light bulbs at a reasonable price as part of its &lt;em&gt;Light the Night&lt;/em&gt; campaign.&lt;/p&gt;
&lt;p&gt;Lakewood&amp;rsquo;s Neighborhood Block Club Program is starting a Light  the Night campaign to encourage residents to leave their porch lights on at  night as a safety mechanism.&amp;nbsp; Many crimes  happen at night and the block clubs are hoping that lighting the neighborhood  just might help deter crime.&amp;nbsp; &lt;/p&gt;
&lt;p&gt; As part of the &lt;em&gt;Light the Night&lt;/em&gt; campaign, the City has partnered with Lakewood  Hardware, 16608 Madison Avenue,  to offer residents affordable high-efficiency light bulbs.&amp;nbsp; During the month of December, Lakewood  Hardware will sell two 75-watt high-efficiency light bulbs for $5.00.&amp;nbsp; They will also provide a recycling container  in their store to recycle burned out light bulbs.&lt;/p&gt;

      <title>Lakewood Announces Fall Leaf Collection Schedule</title>
      <description>&lt;br/&gt;&lt;body&gt;
&lt;p&gt;The City of Lakewood  will begin collecting loose leaves on Monday, November 2, 2009 and will  continue until approximately Friday, December 11, 2009, weather  permitting.&amp;nbsp; Prior to November 2 and  after December 11, leaves will be collected only when they are properly  contained and set out along with regular refuse and recycling.&lt;/p&gt;
&lt;p&gt;Due  to the excessive amount of leaves on Clifton    Boulevard and Lake Avenue, these streets will be  collected separately.&amp;nbsp; Collection crews  will start working at the east end of Clifton    Boulevard and Lake Avenue and work west until  completed.&amp;nbsp; Collection pick-up for these  streets is scheduled to begin on November 2 with additional pick-ups beginning  November 16 and November 30.&lt;/p&gt;
&lt;p&gt;After crews have completed Clifton and Lake, they  will collect leaves citywide starting from the west end and working east.&amp;nbsp; The number of citywide collections will be weather  dependent. Residents should place their leaves our as soon as possible to  ensure collection.&lt;/p&gt;

      <title>Lakewood To Honor Veterans On November 11th At Lakewood Park</title>

&lt;p&gt;Mayor Ed  FitzGerald and the Lakewood Veterans Advisory Committee will host the City of Lakewood&amp;rsquo;s Veterans Day Ceremony on Wednesday, November  11, 2009 at 11:00 a.m. in Lakewood   Park, 14532 Lake Avenue.&amp;nbsp; Lakewood&amp;rsquo;s  annual Veteran&amp;rsquo;s Day observance is a tribute to the men and women who served  our country in the armed forces.&amp;nbsp; &lt;/p&gt;
&lt;p&gt; Lakewood&amp;rsquo;s Veterans Day program will begin  with the Presentation of Colors followed by the singing of the National Anthem  by The Four Vet Quartet.&lt;/p&gt;
&lt;p&gt; This year&amp;rsquo;s keynote speaker is Retired Colonel James Riley  of the United States Army Reserves.&amp;nbsp; Colonel  Riley was commissioned in the US  Army from the ROTC program at Kent   State University  in 1972.&amp;nbsp; His 30 years of active duty and  reserve assignments have included Air Defense Artillery, Military Intelligence  and Psychological Operations.&amp;nbsp; In 2001,  he was recalled to active duty to serve in Bosnia  as the Inspector General for the NATO base in Sarajevo.&amp;nbsp;  In 2006-2007, he worked as a military contractor in Kuwait, where  he trained foreign military troops in security and intelligence matters.&amp;nbsp; Now he works for the same company and  conducts anti-terrorism training at US Army bases in Korea,  Japan, Germany, Italy,  and the U.S.&amp;nbsp; In his civilian life, he is a former Lakewood police officer  and a retired supervisor from the Ohio Adult Parole Authority.&amp;nbsp; He is a life member of the VFW, AMVETS, and  the American Legion.&amp;nbsp;&amp;nbsp; He also serves  with the Joint Veterans Honor Guard.&amp;nbsp; Jim  is a graduate of the Army Command and General Staff College and the Military  Intelligence Officer Advanced Course.&amp;nbsp;  His awards include the Defense Meritorious Service Medal, the  Meritorious Service Medal, the Armed Forces Expeditionary Medal, the NATO medal  and the Army Commendation Medal.&amp;nbsp; He has  been married to his wife Kathy for 39 years and they have four grown children  and six grand children.&amp;nbsp; &lt;/p&gt;
&lt;p&gt; Other highlights of this year&amp;rsquo;s  program include performances by the Lakewood High School Band, The Four Vet  Quartet and a 21-gun salute by the Joint Veterans Honor Guard.&amp;nbsp; &lt;/p&gt;

&lt;p&gt; The Lakewood Division of Fire is  distributing reflective tape for children&amp;rsquo;s costumes through October 30th  at all three Lakewood  fire stations between the hours of 10:00 a.m. and 6:00 p.m. &amp;nbsp;&lt;/p&gt;
&lt;p&gt; The City offers these safety tips for  parents, residents and drivers:&lt;/p&gt;

  &lt;li&gt;Parents  should encourage their trick-or-treaters to be especially careful after  sunset.&amp;nbsp; If escorting their children,  parents should carry a flashlight as an additional safeguard.&lt;br /&gt;

  co-sponsor the 10th Annual Pumpkin Palooza on Sunday, October 25,  2009 from &lt;br /&gt;
1:00 p.m. to 4:00 p.m. at Lakewood   High School, 14100 Franklin Avenue.&amp;nbsp; All proceeds will benefit the Lakewood Christian Service   Center and the Lakewood  Charitable Assistance Corporation.&amp;nbsp;  Pumpkin Palooza is also presented by the City of Lakewood&amp;rsquo;s  Department of Human Services, Lakewood  City Schools,  Lakewood Hospital,  Lakewood Public Library, Lakewood  non-profit and civic organizations, LHS Student Organizations and Lakewood  Early Childhood Professionals.&lt;/p&gt;

      <title>2009 Keep Lakewood Beautiful Home Award Winners Announced</title>

&lt;p&gt;Seven Lakewood  homeowners are the recipients of the 2009 Keep Lakewood Beautiful Residential  Awards.&amp;nbsp; Winners were recognized at the  Lakewood Chamber of Commerce breakfast on Friday, September 18, 2009 at Brennan's Banquet Center.&amp;nbsp; Homeowners will each given a brass plaque to  proudly display at their entryway.&lt;/p&gt;
&lt;p&gt;These annual awards, which began  in 1984, are sponsored by the Keep Lakewood Beautiful Organization, City of Lakewood and the Lakewood  Chamber of Commerce.&amp;nbsp; The winners were  selected by Keep Lakewood Beautiful Board Members from nominations submitted by  Lakewood  residents.&amp;nbsp; Homes were judged on their  landscaping, home maintenance and overall beauty of the properties.&amp;nbsp; One outstanding home is selected from each of  the city&amp;rsquo;s elementary school districts.&amp;nbsp; &lt;/p&gt;

      <title>CERT Training To Begin October 3rd </title>
      <description>&lt;br/&gt;Lakewood and the other West Shore Communities will be  offering Community Emergency Response Team (CERT) training to interested  residents beginning Saturday, October 3, 2009 from 8:00 AM to 12:15 PM. at the Westlake Service Facility,  741 Bassett Road.&amp;nbsp; The course is  approximately 20 hours and will take place on October 3, 10, 17, 24 and 31. &amp;nbsp;There  is no cost for the training and course materials are provided. &lt;/p&gt;
&lt;p&gt;The CERT program teaches skills to prepare residents in  the event of an emergency or disaster to help themselves, their families and  neighbors if police, fire and EMS cannot  respond immediately. &amp;nbsp;CERT training helps  people to think clearly and act appropriately when faced with an emergency.  Local emergency professionals lead the course.&lt;/p&gt;
&lt;p&gt;To participate, you must be 18 years or older, live  and/or work in one of the Westshore communities (Lakewood, Bay Village,  Fairview Park, North Olmsted, Rocky River and Westlake) and pass a background  check.&amp;nbsp; Singles, parents and seniors are  all encouraged to participate.&amp;nbsp; &lt;/p&gt;

      <title>Council To Consider Legislation To Preserve St. James Church</title>
      <description>&lt;br/&gt;Tonight, at the regularly scheduled  Lakewood City Council meeting, Mayor FitzGerald and Councilmen Butler and  Bullock will introduce an ordinance to expand the scope of the historic  preservation law to include public interior portions of historic properties.&amp;nbsp; They will also ask City Council to pass a  resolution in support of the Friends of St. James Parish in their appeals to  the Vatican  and the Diocese of Cleveland, asking that the church and parish remain open.&lt;/p&gt;
&lt;p&gt;This new legislation would amend the  historic preservation law which Council passed last year to include the  interior public portions of historical properties.&amp;nbsp; This amendment will help fully preserve the  most historic and unique architectural structures from their exteriors to the architecturally  significant portion of their interiors that have traditionally served the  public.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;St. James is scheduled to close in  2010.&amp;nbsp; The Friends of St. James have been  appealing to keep the parish a viable presence in Lakewood.&amp;nbsp;  St. James is the largest parish in Lakewood  by member and household; it has the highest weekly attendance in its cluster of  parishes and it performs the most baptisms and marriages of Lakewood&amp;rsquo;s Catholic churches.&amp;nbsp; The resolution being presented tonight lends the  city&amp;rsquo;s official support to the parishioners&amp;rsquo; efforts to see that the church  remain open for generations to come.&amp;nbsp; &lt;/p&gt;
&lt;p&gt;The ordinance being presented is one  of a growing trend of those passed recently around the country aimed at keeping  intact public historic spaces.&amp;nbsp; St. James  has been vetted by the National Trust for Historic Preservation and the  Lakewood Heritage Advisory Board.&amp;nbsp; The  ordinance will help protect all Lakewood  historic landmarks.&lt;/p&gt;
