The Division of Police employees preserve the peace, protect life and property, prevent crimes, apprehend criminals, recover lost and stolen property, and enforce, in a fair and impartial manner, the ordinances of the City of Lakewood and the laws of the State of Ohio and the United States of America.

RESPONSIBILITIES:
TRAFFIC AND PATROL DIVISION:  Personnel provide round-the-clock (24-hour) uniformed police coverage to the community.  They respond to all calls for service, along with handling preliminary investigations when they occur.  A considerable part of their time is spent in monitoring traffic conditions in the City to ensure the safety of motorists and pedestrians.
INVESTIGATIVE DIVISION:  Personnel assigned to the Investigative division conduct follow-up work on incidents reported to the Traffic & Patrol Division.  In addition to the investigators assigned to our General Investigative Bureau, four officers are specifically assigned to work in the Juveniles Investigative Bureau on matters involving juveniles and two others specialize in the area of Narcotics and Vice Investigation.
ADMINISTRATION AND SERVICES DIVISION:  Employees are responsible for staffing the Communications Center, where calls for service originate and from which Police, Fire and EMS units are dispatched.  This division is also responsible for the supervision, security and care of individuals housed in the jail facility.
SERVICES:
Beyond the customary police services performed by most police agencies, the Lakewood Division of Police is engaged in a number of supplemental service programs in the community.
CHILD IDENTIFICATION PROGRAM:  A videotaping and fingerprinting program, offered as a service to Lakewood residents every year, that offers parents an opportunity to ensure the safety of their child.
ID R KIDS
Ohio's ID R Kids initiative is a recent statewide effort to encourage all Ohio parents and guardians to bring their minor children in to their local Ohio Deputy Registrar to secure a state ID for them.

VACATION SECURITY CHECKS OF RESIDENTS’ HOMES:  Call the non-emergency number at (216) 521-6773.
HOME or BUSINESS SECURITY SURVEYS:  Police officers trained in security measures are available (by appointment) to visit homes and businesses within the City of Lakewood to help identify security concerns.  After identifying these concerns, the officers will make practical suggestions for security improvements.  This service takes about one hour and can be arranged through the Crime Prevention Unit at (216) 529-6780.
CITIZEN POLICE ACADEMY:  The Lakewood Citizen Police Academy provides community members with an inside look at local law enforcement.  During the nine-week course, students will be introduced to police operations and participate in a firearms safety demonstration.  Other topics include community-oriented Neighborhood Policing, law enforcement ethics, discipline and philosophy, communications, drug enforcement and education, and criminal and traffic law.  For more information, contact Lieutenant Brian Joyce at (216) 529-6781.
D.A.R.E.:  D.A.R.E. (Drug Abuse Resistance Education) is a kindergarten – through – grade 12 curriculum that places a trained, uniformed officer in the classroom to work with students.  Officers are trained in an intensive two-week course taught at the Ohio Peace Officer Training Academy in London, Ohio, as part of the statewide D.A.R.E. program sponsored by the Attorney General, the Ohio Association of Chiefs of Police and the Ohio Department of Education.
YOUTH RESOURCE OFFICER PROGRAM:  The City of Lakewood provides police officers to mentor and work with students at Lakewood High School.
JUVENILE INTERVENTION TEAM:  Officers work with the Department of Human Services Division of Youth to coordinate the Youth Intervention program which brings together representatives of Police, Youth Services, Lakewood Schools, Juvenile Court and Cuyahoga County Children and Family Services to provide appropriate intervention when a Lakewood youth or family is in crisis.
JUVENILE DIVERSION PROGRAM:  Officers work with the Department of Human Services Division of Youth in this program, which allows minors charged with a first-time non-violent offense to make restitution and perform community service for their offense.  If the youth complies with the terms of community service, he or she avoids a juvenile criminal record.

LAKEWOOD CIVIL SERVICE COMMISSION ANNOUNCES EXAMINATION FOR ENTRY LEVEL PATROL OFFICER
DATE: Written examination to be held on December 8, 2008 at 6:30 p.m. Check in begins at 6:00 p.m. NO ONE WILL BE ADMITTED AFTER 6:30 P.M.  A release form will be signed at the exam for use of Social Security number for identification purposes. Each applicant will be assigned a computer generated random number for use where two or more applicants receive the same total score.
         
SITE OF EXAMINATION: St. Edward High School, 13500 Detroit Avenue, Lakewood, Ohio 44107 (cafeteria)

SALARY: $49,193.00 current annual starting salary plus benefits.

QUALIFICATIONS: High School graduate or GED and possess a valid Ohio Driver’s license with a good driving record, six or more violation points may be disqualifying. Must possess adequate physical ability to perform all duties, utilize all issued equipment under hazardous conditions. To be eligible for appointment an applicant must meet all qualifications and have successfully completed all exams (written, physical agility, polygraph and background investigations). Following a job offer, applicants will be required to successfully complete a comprehensive psychological and medical examination including a drug screen.

CONDITIONS OF EMPLOYMENT: For original appointment candidate must be a U.S. Citizen; at least 21 years of age; must sign an agreement that you will not smoke during employment with the City and sign a Code of Ethics. Appointees to the position of Patrol Officer are also subject to all applicable provisions of law, the Charter and Ordinances of the City of Lakewood and all Departmental Rules and Regulations.

APPLICATION & FILING INSTRUCTIONS: Applications will be available Monday, November 17, 2008 between the hours 8 a.m. and 5 p.m. in the Law Department, Office of Civil Service at Lakewood City Hall, 12650 Detroit Ave., Lakewood, Ohio. City Hall will be closed on November 27 and 28. Deadline to turn in applications will be Tuesday December 2, 2008 at 5 p.m. Application attachments include residency credit forms, military service credit information, educational credit, current employment credit and EEO form. It is the applicant’s responsibility to promptly complete and return the application with all attachments including a copy of High School Diploma or GED, valid driver’s license, Tri-C Physical Agility Certificate dated no earlier than January 18, 2008 There is a non-refundable filing fee of $25.00 in the form of a money order or certified check made out to the City of Lakewood that must accompany the application. NO Cash or personal checks will be accepted. The commission will accept the first 200 properly completed, legible and qualified applications.

ADA ACCOMODATIONS: Applicants needing an accommodation to take the written test due to a disability must notify the commission in writing at the time of submitting an application.
  
EXTRA CREDIT: Candidates can receive extra credit for residency, military service, education and current employment with the City of Lakewood or a member of the Auxiliary Police with the City of Lakewood for 12 months preceding the examination. To receive credit for residency, applicants must attach a completed “Release of Information from Municipal Income Tax Files” form signed by the Municipal Tax Department. To receive credit for Active Military Service, applicant must attach a copy of Form DD214. (see attachments for specific information regarding extra credit) To receive extra credit for education applicant must attach a copy of diploma or transcript (any ONE of the following: credit of 2% for Associates degree or 5% for Bachelor’s degree from a nationally accredited college or university).  Applicants must pass the written exam (minimum score 70) and the Physical Agility test to receive extra credit and be placed on the eligible list. PHYSICAL AGILITY TEST: (at applicant’s expense)  If the applicant does not possess a certificate from Tri-C certifying the applicant has passed the Physical Agility Test dated no earlier than January 18, 2008, please contact Tri-C at 216-987-3075 to register for the January 11 or 18, 2009 physical agility exam. Deadline to register with Tri-C is Wednesday before the test date. Deadline for the City to receive a copy of your certificate is January 23, 2009 in order to be placed on the eligible list.

PART-TIME POLICE OFFICERS

SALARY:  Range $21.00 to $28.63 per hour commensurate with experience.

QUALIFICATIONS:  High School Graduate or possess a GED. Qualified applicants must be currently certified through the State of Ohio as a Peace Officer. To be eligible for appointment, applicants must meet all qualifications and successfully complete all phases of the pre-employment process (Certificate of Completion of Physical Agility Exam from the Cuyahoga County Community College Public Safety Training Institute; polygraph; background and oral interview). Following a conditional offer of employment, applicants shall be required to successfully complete a comprehensive medical and psychological examination, including drug screen).

SCHOOL CROSSING GUARDS
