The Finance Committee will meet on the following dates and times to discuss the proposed 2021 comprehensive budget document, accompanying ordinances, and other items referred to committee. The committee will consider approval of minutes at each meeting.

Under advisement of the Governor and Director of Health of Ohio, and pursuant to Ordinance 06-2020, adopted March 16, 2020, the Committee will meet remotely until further notice. The meeting may be viewed by the public via livestream on the City’s YouTube Channel at the following link:

ORDINANCE 22-2020 – AN ORDINANCE to take effect on January 1, 2021, provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise take effect and be in force after the earliest period allowed by law, to provide for creating positions and rates of pay for full-time and certain part-time annual salaried employees and hourly rate employees not covered by a collective bargaining agreement in the several departments, divisions and offices of the City of Lakewood, including the Chief of Fire, Chief of Police and Civil Service Commissioners. ORDINANCE 23-2020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least five members of Council, or otherwise to take effect and be in force after the earliest period allowed by law amending Section 149.08(a)(1), Vacations, of the Lakewood Codified Ordinances in order to grant part-time employees credit for purposes of vacation accrual when the employee changes from a part-time to a full-time status. RESOLUTION 9042-18B – A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, amending Resolution No. 9042-18A, adopted April 23, 2020, to add a second round of Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding in the amount of $777,831 to the City’s 2019 HUD Annual Action Plan which includes dollar allocations and activities to be funded with federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnerships Program (HOME) resources and incorporates the City’s application to the U.S. Department of Housing and Urban Development (HUD) for FY2019 CDBG, ESG, and HOME funds and all amendments thereto and all understandings and assurances contained therein. ORDINANCE 24-2020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, to establish appropriations for current expenses and other expenditures of the City of Lakewood, State of Ohio, for the fiscal year ending December 31, 2020. ORDINANCE 25-2020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the transfer and advance of certain funds. ORDINANCE 262020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, to establish appropriations for current expenses and other expenditures of the City of Lakewood, State of Ohio, for the fiscal year ending December 31, 2021. ORDINANCE 27-2020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the Mayor (Director of Public Safety), the Director of Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager to enter into contracts for professional services, and to advertise for bids and enter into contracts for the purchase of repair maintenance and operating supplies, services and equipment as authorized by the 2021 Appropriation Ordinance and the Administrative Code of the City of Lakewood with the lowest and best bidder or bidders or as otherwise provided by law. ORDINANCE 28-2020 – AN ORDINANCE to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force at the earliest period allowed by law, authorizing the Mayor (Director of Public Safety), the Director of Planning & Development, the Director of Public Works, the Director of Law, the Director of Finance, and/or the Purchasing Manager to enter into service contracts in accordance with the Administrative Code of the City of Lakewood for the Department of Planning & Development in accordance with the Administrative Code of the City of Lakewood, contracts not to exceed the specified amounts shown without separate resolution of Council. RESOLUTION 2020-73 – A RESOLUTION to take effect immediately provided it receives the affirmative vote of at least two thirds of the members of Council, or otherwise to take effect and be in force after the earliest period allowed by law, authorizing and directing the Mayor to submit the Fiscal Year (FY) 2021 One-Year Action Plan of the FY 2020 – 2024 Five Year Consolidated Plan which includes dollar allocations and activities to be funded with federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnership Program (HOME), Neighborhood Stabilization Program (NSP) resources, and any other entitlement funds received from the U.S. Department of Housing and Urban Development (HUD), and all amendments thereto, and all understandings and assurances contained therein, and incorporates the City’s application to HUD for FY 2021 CDBG, ESG, HOME, and NSP funds.
