On Wednesday, October 7, 2015, Lakewood’s Citizens Advisory Committee (CAC), comprised of (17) residents appointed by the Mayor and City Council, will hold its annual Organizational Meeting followed by the first of (2) Public Hearings prior to submission of the City’s Fiscal Year 2016 (FY16) One-Year Action Plan to the U.S. Department of Housing and Urban Development (HUD). Each year, the CAC reviews proposals for federal Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) funding submitted by City departments and not-for-profit agencies then makes recommendations to City Council regarding the allocation of these funds.

In addition to descriptions of Lakewood’s federally-funded community/economic development programs, their goals and objectives, and the citizen participation process instrumental in distributing these funds, the following topics will be covered.

FY16 CDBG FUNDS: The City of Lakewood anticipates receiving approximately $1,750,000 in FY16 CDBG funds. This is a preliminary estimate; the actual amount is subject to change. Potential uses for CDBG resources, utilized to address a variety of housing, community, and economic development needs, will be discussed.

FY16 ESG FUNDS: The City of Lakewood anticipates receiving approximately $140,000 in FY16 ESG fund. This is a preliminary estimate; the final amount is subject to change. Potential uses for ESG resources, utilized to serve the literally homeless and prevent homelessness among those at greatest risk of losing their housing, will be discussed.

FY16 HOME FUNDS: The City of Lakewood anticipates receiving approximately $175,000 in FY16 HOME funds through the Cuyahoga County Housing Consortium. This is a preliminary estimate; the final amount is subject to change. Potential uses for HOME resources, utilized to increase affordable homeownership opportunities for low-moderate income households, will be discussed.

CDBG MULTI-YEAR CERTIFICATION PERIOD: Lakewood must expend at least 70% of its CDBG funds on activities directly benefiting low-moderate income households. HUD permits the City to attain this percentage over three-years, also known as a multi-year certification period. A motion to initiate a new FY16-FY18 certification period will be considered.

The CAC will hear funding applicant presentations on Wednesday, October 7, 2015; Wednesday, October 14, 2015; and Wednesday, October 21, 2015 and the Committee’s 2nd FY16 Public Hearing will be held on Wednesday, November 4, 2015. All sessions are held at 6:30PM in the City Council Conference Room on the 2nd floor of Lakewood City Hall located at 12650 Detroit Avenue.

Citizen attendance and input regarding community needs and the disposition of federal funds is encouraged and resident feedback is solicited during a Public Comment Period at the conclusion of each hearing.
