MISSION STATEMENT
The Division of Community Development offers programs to help residents and businesses maintain property values and improve the appearance of our community including the following:
Program Purpose
Operation Paintbrush Program
Provides residents with free paint and labor for the exterior of their home. Applications are taken once a year during the fall for the following year’s painting season. Eligibility is based on family size and family income.
3% Owner Occupied Home Improvement Loans To improve and renovate their homes.
5% Rental Restoration Loans Provides owners of rental properties loans to improve their properties.
Commercial Property Revitalization Program Provides commercial property owners and tenants with architectural and financial assistance for facade design, signage and streetscape improvements.
Deferred-Deferred 0% owner occupied home improvement loan for residents 65 or older.
HOME Program
The Lakewood First-Time Homebuyer HOME Program
Provides one of the best mortgage financing packages available to qualified first time home buyers purchasing in Lakewood.
H.E.L.P.
Home Enhancement Loan Program
Low-interest home improvement loans offered in this program from Cuyahoga County Treasurer James Rokakis and the Cuyahoga County Commissioners.
Improvement Target Area Provides rebates for qualified exterior and interior improvements to property owners on targeted streets regardless of income.
Home Improvement Grant Income eligible owner occupants may receive rebates for qualified exterior home improvements.
Heritage Home Loan Program Low-interest loan program for owners of older and historic homes in a program from the Cuyahoga County Treasurer, County Commissioners and the Cleveland Restoration Society.
Lead Safe Program The Cuyahoga County Lead Safe Program enables eligible low-and-moderate income homeowners and renters to make changes in their homes to provide a lead safe environment for young children.
