DIVISION OF AGING HOLIDAY MEAL PROGRAM SUPPORTED BY GENEROUS SPONSORS

The Lakewood Department of Human Services, Division of Aging has been providing a comprehensive array of services for older adults since 1973. Home delivered meals is at the top of the list of services that are most in demand by Lakewood's older residents. Each year, the Division of Aging delivers Thanksgiving and Christmas meals to elderly and disabled homebound Lakewood residents. Thanks to the generosity of Lakewood Hospital and the Lakewood Hospital Medical Staff, the Division of Aging delivered 175 hot turkey dinners for Thanksgiving and plan to deliver another 175 for Christmas. The meals are prepared by Michael's Family Restaurant.

"The success of the holiday meal program is largely due to the donors and the community volunteers who contribute valuable time on a holiday to deliver a special meal to homebound or disabled persons", stated Mayor Thomas J. George. "We want to thank Lakewood Hospital and the Lakewood Hospital Medical Staff for their generous donations to the Holiday Meal Program."

LAKEWOOD EARNS DISTINGUISHED BUDGET PRESENTATION AWARD

The City of Lakewood recently received the Distinguished Budget Presentation Award from the Government Finance Officer's Association (GFOA) for its annual budget for the fiscal year beginning January 1, 2004. The award represents a significant achievement and reflects the commitment of the City of Lakewood to meeting the highest principles of governmental budgeting. It is the highest form of recognition in governmental budgeting.

In order to receive the budget award, Lakewood had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves a policy document, a financial plan, operation guide and a communications device. Budget documents must be rated "proficient" in all four of these categories to receive the award.

"We are honored to receive this distinguished award from the GFOA," stated Mayor Thomas J. George. "We are extremely pleased and proud of Lakewood's Department of Finance for earning this very prestigious award."

Since the inception of the GFOA's distinguished Budget Presentation Awards Program in 1984, approximately 900 entities nationwide have received the Award. Award recipients have pioneered efforts to improve the quality of budgeting and prove an excellent example for other governments throughout North America.

The Government Finance Officers Association is a nonprofit professional association serving 14,000 government finance professionals throughout North America. The GFOA's Distinguished Budget Presentation Awards Program is the only national awards program in governmental budgeting.

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULE

Due to the Christmas and New Year's holidays, there will be no refuse or recycling collected on Friday, December 24, 2004 or Friday, December 31, 2004. Residents whose refuse is normally collected on Monday will have collection on Monday of each week. Residents whose refuse is normally collected on Tuesday, Wednesday and Thursday should have their refuse and recyclables available for collection on the day before their regular day and it will be collected either on that day or their regular day. Residents whose refuse is normally collected on Friday will have collection on Thursday, December 23 for the Christmas holiday and Thursday, December 30th for the New Year's holiday.

In addition, all Lakewood city offices and the Lakewood Municipal court will be closed on Friday, December 24th and Friday, December 31st.

MAYOR GEORGE ELECTED VICE-PRESIDENT OF OHIO MUNICIPAL LEAGUE

Mayor Thomas J. George has been elected Vice-President of the Ohio Municipal League. The Ohio Municipal League (OML) was incorporated as an Ohio non-profit corporation in 1952 by city and village officials who saw the need for a statewide association to serve the interests of Ohio municipal government. The OML represents the collective interest of Ohio cities and villages before the Ohio General Assembly and the state elected and administrative offices.

The Ohio Municipal League is governed by a Board of Trustees, elected by the membership. The Board consists of all past presidents of the League, as long as they are municipal officials, and 28 Trustees elected for two-year terms. Of the 28 Trustees, at least one must be: the mayor of a city or village; a city manager; a fiscal officer or finance director; a solicitor or director of law; a member of a municipal legislative body, other than the mayor. The Board is the policy-making body and appoints an Executive Director to manage the League under their general direction.

Any city or village, by proper action of its legislative body and payment of the annual membership fee, may become a member. When an Ohio municipality becomes an active League member, all of the elected and key appointed officials are eligible to use the available services.

"I am honored to serve as Vice-President of the Ohio Municipal League," stated Mayor George. "This is an outstanding organization that provides valuable services to Lakewood and cities and villages throughout Ohio."

LAKEWOOD HOSTS THREAT AND RISK ASSESSMENT SEMINAR AS PART OF DOMESTIC PREPAREDNESS PROGRAM

The City of Lakewood recently hosted a seminar for a federally-funded program on Homeland Security. The Department of Homeland Security's Office of Domestic Preparedness program is designed to assist communities in recognizing and preparing for potential threats within their cities. Representatives from Bay Village, Fairview Park, North Olmsted, Rocky River, and Westlake joined with Lakewood employees in attending the seminar given by the Texas A&M Engineering Extension Service.

"We certainly believe that it is important to make every effort to keep our citizens as safe as possible," said Lakewood Mayor Thomas J. George. "The fact that we were able to obtain this specialized training from a federally funded program is also important in these times where fiscal responsibility weighs in on nearly every decision."

LAKEWOOD SENIOR CENTER TO BE DEDICATED KATHLEEN AND ROBERT LAWTHER CENTER ON DECEMBER 14TH

Lakewood Senior Center West, 16024 Madison Avenue, will be officially dedicated the Kathleen and Robert Lawther Center on Tuesday, December 14, 2004 at 4:00 p.m. in honor of the First Director of the Office on Aging Kathleen Lawther and then Mayor Robert Lawther. Mayor Thomas J. George and members of the Host Committee will be in attendance to present a plaque dedicating the building in recognition of the Lawthers' vision and leadership to the residents of Lakewood.

"We are honored to be dedicating the Senior Center in honor of Kathleen and Robert Lawther," Mayor George said. "The Lawthers were instrumental in making the Center the success it is today."

Responding to requests by older residents for services and activities, then Councilman Anthony C. Sinagra introduced Legislation proposing the Office on Aging and the position of Director of Aid for Senior Citizens. Then Mayor Robert Lawther approved the establishment of the Office on Aging and the appointment of Kathleen M. Rickard (Lawther) as the First Director in October 1973. During Kathleen's tenure, comprehensive programs and services were created based on the needs of Lakewood's older residents, many of which continue to exist today. Her innovative programs have become benchmarks for other providers and organizations. In response to the changing needs of the community, in 1992 the Department of Human Services was established with Kathleen Lawther serving as the first Director until 1996. This Department is comprised of the Divisions of Aging, Early Childhood, Health and Youth. Today the Lakewood Department of Human Services assists over 50,000 residents with programs and services promoting the health and well being of individuals, families and the community.

Robert Lawther served as Mayor of the City of Lakewood from 1964 until 1976 when he became a Cuyahoga County Common Pleas Judge. Robert Lawther began his distinguished record of public service in 1957 as a Councilman at Large. As Mayor, his accomplishments were many including the expansion of Lakewood Hospital, the renovation of Winterhurst Ice Rink, the establishment of "Project Pride" to encourage preservation and maintenance of residential neighborhoods, the creation of the hometown band concerts and the advancement of municipal services to levels of "outstanding" recognition.

2004 HOLIDAY LIGHTING FESTIVAL AT LAKEWOOD PARK
Family Fun Begins at 4:30 p.m. on Sunday, December 5th

Mayor Thomas George invites all Lakewood residents to attend the annual Holiday Lighting Festival, which will take place at Lakewood Park on Sunday, December 5, 2004 from 4:30-7:00 p.m. This year's Holiday Lighting Festival will begin at 4:30 p.m. in the Woman's Club Pavilion with a reading of The Polar Express and 'Twas the Night Before Christmas, compliments of the Lakewood Public Library. At 5:00 p.m., guests will be invited outside to join the McKinley School Choir in holiday songs. At approximately 5:20 p.m., all of the lights at Lakewood Park will be illuminated to welcome the magic of the season.

Santa Claus will arrive at 5:30 p.m., escorted by Lakewood Fire Fighters. Photos with Santa for children ten and under in the Woman's Pavilion, hay wagon rides through Lakewood Park, candlelight tours of the Oldest Stone House, hot cider and doughnuts, and songs will round out the afternoon of family fun and festivities.

This event is sponsored by the generosity, time and talent of the following: City of Lakewood, Cox Communications, First Energy, First Federal of Lakewood, Hinkley Lighting, H20, Keep Lakewood Beautiful, Lakewood Chamber of Commerce, Lakewood City Schools, Lakewood High School Key Club, Lakewood Historical Society, Lakewood Hospital, Lakewood Kiwanis Club, Lakewood Public Library and The Chat Room.

LAKEWOOD EXPANDING BAND CONCERT SERIES TO INCLUDE A FALL CONCERT ON NOVEMBER 28TH

The City of Lakewood is expanding its Band Concert Series, which runs during the summer months, to include one fall concert this year. This concert will be held on Sunday, November 28, 2004 at 7:00 p.m. in the Lakewood Civic Auditorium at Lakewood High School, 14100 Franklin Boulevard. This concert is free and open to the public.

The Lakewood Hometown Band will perform its typical all-American Sousa-Style music. This 45-piece all-American Sousa-Style Band has been performing in Lakewood for over 35 years. The conductor for the evening will be Loiz Coelho.

"We are pleased to expand our Band Concert Series this year to include a fall concert," said Mayor Thomas J. George. "We hope to continue to expand this series to provide great music throughout the year."

This concert is sponsored by the City of Lakewood and the Recording Industries Music Performance Trust Fund in cooperation with Local No. 4, American Federation of Musicians.

LAKEWOOD TO HOLD PUBLIC MEETING REGARDING LONG-TERM SEWER IMPROVEMENT ON NOVEMBER 22ND

The City of Lakewood will hold a Long-Term Sewer Improvement Meeting on Monday, November 22, 2004 at 7:00 p.m. in the City Hall Auditorium, 12650 Detroit Avenue. This meeting will provide an update on the ongoing sewer evaluation study that was introduced at the May 17th public meeting. The topics to be discussed include an update on the combined sewer overflow study, information on the upcoming evaluation of sewer improvement options and the City's plan to form a new Infrastructure Committee.

The City of Lakewood began a study in 2003 to evaluate and improve the current storm water and sanitary sewer systems. The study is required by the U.S. Environmental Protection Agency which could levy fines against the City if it is not conducted within the mandated timeframes. The study is currently working to characterize how the sewer systems operate during wet weather. After the characterization stage, options will be evaluated for sewer changes to eliminate overflows and basement flooding.

The City held the first public meeting on May 17, 2004 to describe the project and to receive input from the public. The purpose of the upcoming November 22nd meeting is to summarize the work that has been conducted to date and provide information about upcoming work. In addition, the City will describe a new Infrastructure Committee and will be accepting applications from interested parties. NIAGARA PARK PLAYGROUND TO BE DEDICATED TO LONGTIME LAKEWOOD CITY COUNCILMAN THOMAS O. MCBRIDE ON NOVEMBER 12TH

Mayor Thomas J. George, Judge Patrick Carroll and members of Lakewood City Council will officially dedicate the playground at Niagara Park to longtime Lakewood City Councilman Thomas O. McBride on Friday, November 12, 2004 at 4:00 p.m. Niagara Park is located at the intersection of Lakewood Heights Boulevard and Niagara Drive.

Tom McBride was elected Councilman for Lakewood's Ward I in 1971 and served for sixteen years. He was President of City Council for four of those years. As a member of Lakewood City Council, Mr. McBride supported the creation of Niagara Park, the Storefront Renovation Program and the reconstruction of Winterhurst Ice Rink. After retiring from elected office in 1987, Tom continued his involvement with the city as the first Community Work Service Coordinator for the Lakewood Municipal Court until 2000. Under Mr. McBride's direction, over 100,000 hours of community service were performed.

The Playground Dedication will include remarks by Mayor Thomas J. George, Lakewood City Council President Robert M. Seelie, Councilman-at-large Denis P. Dunn, Judge Patrick Carroll and Former Mayor Anthony J. Sinagra. State Representative Michael Skindell will present a proclamation on behalf of the Ohio House of Representatives. The dedication will also include a tribute by Mr. McBride's Granddaughter, Erin.

"The City of Lakewood is honored to dedicate this playground in recognition of Tom McBride's dedication and service to the citizens of Lakewood," stated Mayor Thomas J. George.

TRAFFIC ADVISORY
CONTRUCTION TO BEGIN ON WARREN ROAD
WARREN ROAD BETWEEN FRANKLIN BOULEVARD AND MADISON AVENUE WILL BE CLOSED TO THROUGH TRAFFIC

The Warren Road Sewer Repair Project is set to begin on Monday, November 8, 2004. Warren Road will be closed to through traffic between Franklin Boulevard and Madison Avenue. Access will be limited to residents only. The construction is anticipated to continue until the last week of December. Detour signs will be posted.

LAKEWOOD TO HONOR VETERANS ON NOVEMBER 11TH AT LAKEWOOD PARK

Mayor Thomas J. George will host the City of Lakewood's Veterans Day Ceremony on November 11, 2004 at 11:11 a.m in Lakewood Park, 14532 Lake Avenue. Lakewood's annual Veteran's Day observance is a tribute to the men and women who served our country in the armed forces.

Lakewood's Veterans Day program will begin with the Presentation of Colors followed by the singing of the national anthem by Lakewood resident Karen Tettelbach, a veteran of the U.S. Navy, accompanied by the Lakewood High School Band. This year's keynote speaker will be Rear Admiral Robert J. Papp. Rear Admiral Papp assumed his current position as the Commander, Ninth Coast Guard District on May 21, 2004. As the region's operational commander, he leads over 7,700 regular, reserve, auxiliary and civilian men and women, two air stations, two air facilities, five Group offices, eight Marine Safety offices, nine cutters and 46 small boat stations. Under his direction, Coast Guard personnel uphold maritime security over 3,800 miles of shoreline and 1,500 miles of international border and provide the world's premiere search and rescue, marine safety and environmental protection, maritime law enforcement, aids to navigation and icebreaking services to the region's citizens.

Other highlights of this year's program include performances by the Lakewood High School Band and the Lakewood High School Choir and a 21-gun salute by Uniformed Color Guard members from VFW Post 10646. "More Than Names," a tape listing 337 Lakewood servicemen and servicewomen who have died while serving in the U.S. military, will be broadcast before and after the ceremony in Lakewood Park.

The Veterans Day Ceremony is free and open to the public. Following the ceremony, coffee and doughnuts will be offered in the Woman's Club Pavilion at Lakewood Park.

CITY LOOKING FOR VOLUNTEERS TO SERVE ON THE FAIR EMPLOYMENT WAGE BOARD

The City of Lakewood is currently looking for two civic-minded Lakewood residents to serve on the Fair Employment Wage Board. The Board is in need of one representative from the business community and one representative from a community group.

The Fair Employment Wage Board (FEWB) reviews the effectiveness of the living wage ordinance to ensure that the community is informed on whether those companies that are being awarded service contracts by the City are adhering to the ordinance. The ordinance calls for covered employers to pay no less than $9.20/hour with health benefits paid by the employer or $10.20/hour without health benefits paid by the employer to covered employees. The FEWB also makes recommendations to the Administration and Lakewood City Council, when appropriate, regarding issues pertaining to the living wage policy.

The FEWB is composed of two representatives from the business community, two representatives from labor organizations, one representative from community groups, one representative from the Mayor's Office and one representative from City Council.

WINTERHURST TO ICE SKATING RECREATION FAIR ON SUNDAY, NOVEMBER 7TH

Winterhurst Ice Rink, 14740 Lakewood Heights Boulevard, will hold an Ice Skating Recreation Fair on Sunday, November 7, 2004. The Recreation Fair will include a free, public skating session as well as provide an opportunity to learn about all of the classes and activities going on at Winterhurst.

The free skating session will be held from 2:00-4:00 p.m. and is open to all ages. Skate rental is $2.00/pair. Class information and registration will be available for figure skating, speed skating, youth and adult hockey, broomball, learn-to-skate and adapted learn-to-skate programs

Winterhurst Ice Rink is owned and operated by the City of Lakewood. With a double rink configuration, it is one of the largest and most unique year-round municipal skating facilities in the country.

HALLOWEEN OBSERVED SUNDAY, OCTOBER 31ST
Free High Visibility Tape, Glow Bracelets and Safety Offered

The City of Lakewood will observe Halloween between the hours of 6:00 p.m. and 8:00 p.m. on Sunday, October 31, 2004.

Lakewood Fire Fighters will distribute reflective tape for children's costumes through October 30th at all three Lakewood fire stations between the hours of 10:00 a.m. and 6:00 p.m. The Lakewood Division of Police will also be distributing glow bracelets to all 3rd graders through the schools on October 29th. In addition, children and their parents may pick-up glow bracelets at the Division of Police on Sunday, October 31st.

The City also offers these safety tips for parents, residents and drivers:

  • Parents should encourage their trick-or-treaters to be especially careful after sunset. If escorting their children, parents should carry a flashlight as an additional safeguard.

  • Residents giving out candy and treats can help prevent accidents by reminding children to be especially careful crossing streets and to walk up and down steps, instead of running.

  • Halloween night drivers should be especially vigilant. Motorists should drive more cautiously and be prepared to stop.

FIFTH ANNUAL "PUMPKIN PALOOZA" TO BE HELD ON SUNDAY, OCTOBER 31ST

The Lakewood-based youth service organization, Help to Others (H2O), will co-sponsor a fundraising event called Pumpkin Palooza on Sunday, October 31, 2004 from 1:00-3:00 p.m. at Lakewood High School, 14100 Franklin Avenue in Lakewood. All proceeds will benefit the Lakewood Christian Service Center and the Lakewood Charitable Assistance Corporation. Pumpkin Palooza is also presented by the City of Lakewood's Department of Human Services, Lakewood City Schools, Lakewood Hospital, Lakewood Public Library, Lakewood non-profit and civic organizations, LHS Student Organizations and Lakewood Early Childhood Professionals.

The fifth annual Pumpkin Palooza serves as the culmination of a citywide pumpkin-decorating challenge as well as a celebration of "Make A Difference Day" in Lakewood and will involve other Lakewood-based civic groups. "The Great Pumpkin Patch" will be filled with decorated pumpkins donated by various artists and organizations. Festivalgoers will have the opportunity to participate in a pumpkin raffle to win their favorite pumpkin. The "Harvest Moon Café" will feature pizza, baked goods and beverages. In "Autumn Adventureland, there will be crafts, carnival games, a picture booth and a costume parade at 2:00 p.m. There will also be scary and not-so-scary storytelling in "Sleepy Hollow."

H2O is a collaborative youth program between the City of Lakewood Department of Human Service's Division of Youth and Lakewood City Schools. Under the direction of staff from the Division of Youth, H2O programs are intended to build and strengthen the confidence and resources of Lakewood's young residents through service projects. The organization is three-tiered, consisting of a High School program, a Middle School program and a Summer Camp program.

Pumpkin Palooza is open to the public. Festivalgoers may purchase tickets for food, beverages, the pumpkin raffle and the various activities. Tickets will be priced at 25¢ each. Admission to Pumpkin Palooza is free.

WINTERHURST TO HOLD HALLOWEEN COSTUME SKATE ON SUNDAY OCTOBER 31ST

Winterhurst Ice Rink will hold a Halloween Costume Skate on Sunday, October 31, 2004 from 2:00-4:00 p.m. Skate rental will be free for anyone wearing a costume. Prizes will be awarded for best costumes. The cost is $3.00 for Lakewood residents and $4.50 for non-residents.
Winterhurst, Northeast Ohio's Premier Ice Rink, is owned and operated by the City of Lakewood. With a double rink configuration, it is one of the largest and most unique year-round municipal skating facilities in the country. Winterhurst offers public skating, hockey, broomball, speed skating, figure skating, Learn To Skate and Adapted Learn To Skate sessions.

LAKEWOOD ANNOUNCES FALL LEAF COLLECTION SCHEDULE

The City of Lakewood will begin collecting loose leaves on Monday, November 1st and will continue until approximately December 15th, weather permitting. Prior to November 1st and after December 15th, leaves will be collected only when they are placed in paper yard/leaf bags and set out along with your regular refuse and recycling.

Due to the excessive amount of leaves on Clifton Boulevard and Lake Avenue, these streets will be collected separately. Collection of leaves on these two streets will begin on November 1st at West 117th Street and work west until completed. After crews have completed Clifton and Lake, they will collect leaves citywide starting from the west end and moving east. Three complete citywide collections are scheduled, weather permitting.

In order to make the leaf collection process as effective as possible, the City asks residents to please rake leaves onto tree lawns as close to the curb as possible. Raking leaves into the street will slow the collection process and may cause basement flooding.

There will be no leaf collection on November 25th and 26th due to the Thanksgiving holiday. If you have any questions, please call (216) 529-6810 between 7:30 a.m. and 4:30 p.m., Monday through Friday.

INFLUENZA VACCINE (FLU SHOT) PROGRAM

HIGH RISK INDIVIDUALS TO BE VACCINATED

The Lakewood Department of Human Services-Divisions of Health and Aging will sponsor an Influenza Vaccine Program during the month of November. Due to the influenza vaccine shortage, vaccinations will only be given to high-risk individuals. The Center for Disease Control has identified the following Priority Groups for Influenza Vaccination:

all children aged 6-23 months;
adults aged 65 years and older;
persons aged 2-64 years with underlying chronic medical conditions;
all women who will be pregnant during the influenza season;
residents of nursing homes and long-term care facilities;
children aged 6months-18 years on chronic aspirin therapy;

THOMAS JORDAN NAMED DIRECTOR OF PLANNING AND DEVELOPMENT

Mayor Thomas J. George today announced the appointment of Thomas J. Jordan as Director of Planning and Development for the City of Lakewood.

"Tom Jordan is an outstanding professional who brings a wealth of knowledge and experience in the area of municipal economic development to this important position. The City of Lakewood is fortunate to have this dedicated and skilled individual as Director of Planning and Development," stated Mayor George.

Prior to joining the City, Director Jordan served for five years (1999-2004) as Project Coordinator for the City of Cleveland's Department of Economic Development. During his tenure with the City of Cleveland, Jordan administered Master Development Agreements, developed and attracted tenants for three City office and industrial parks, implemented Joint Economic Development Agreements between the City and municipalities and led the site selection and retention for a large-scale office development in the Central Business District. A graduate of Xavier University, Director Jordan also has experience in the private sector working in both Maryland and Washington D.C.

A search committee comprised of six members of the Lakewood community was established to assist in the search for the best possible candidate for the position of Director of Planning & Development. After an extensive search and a detailed interview process, Tom Jordan was recommended for the position.

CITY OF LAKEWOOD TO HOLD MASS PUBLIC HEALTH EMERGENCY DRILL ON FRIDAY, OCTOBER 8TH

The Lakewood Division of Health, in collaboration with the Police and Fire Departments and other community partners, is conducting a drill to test the City's ability to provide vaccination or distribution of medication to the entire Lakewood community in the event of a biological act of terror or large-scale disease outbreak. This event will take place on Friday, October 8, 2004 at Lakewood High School.

The drill will involve distributing flu vaccine but will simulate the staging of a smallpox clinic. It will utilize the Incident Command System of operations which defines the roles and responsibilities of each of the participants. It mirrors the template for mass clinics devised by the American Red Cross.

The drill is part of the City's emergency operations plan which also includes responses to natural disasters like floods and tornadoes as well as chemical spills, building collapses and terrorist events.

The city is actively seeking citizens interested in becoming members of the Lakewood Community Emergency Response Team. Participation involves completion of a formal training session and involvement in future drills. ALBANIAN-AMERICAN COMMUNITY FAIR SET FOR SUNDAY, OCTOBER 10TH

An Albanian-American Community Fair is scheduled for Sunday, October 10, 2004 from 3:00-7:00 p.m. at the Lakewood Woman's Club Pavilion at Lakewood Park. The purpose of this Community Fair is to provide information about City Government and City Services to members of the Albanian Community.

The Fair will begin with presentations from the Divisions of Building, Aging, Early Childhood, Youth, DCD/Planning, Police, Fire, Public Works and Health. There will also be a representative from the Cleveland Tenants Organization. After the presentations, the City Department/Divisions will staff information booths for Albanian residents get more information and ask questions. Following the Community Fair, there will be a picnic hosted by the Albanian Community.

Earlier this year, Mayor Thomas J. George created an Albanian Committee which meets regularly to discuss the needs and concerns of the Albanian community. The Committee includes members of the Albanian Community along with City Department/Division employees. The committee decided a Community Information Fair would provide an opportunity for the Albanian Community to interact with the different City Departments to get a better understanding of the services provided.

LAKEWOOD REMINDS RESIDENTS ABOUT LAWN SIGNS ON TREE LAWNS AND PUBLIC RIGHT-OF-WAY

The City of Lakewood reminds all property owners that signs, decorations, banners and other displays are prohibited on tree lawns and in the public right-of-way. Pursuant to Lakewood Codified Ordinance 1105.04 (b)(2)(A), employees of the Department of Public Works are empowered to remove any violating materials. Although in most cases at residences, they will try to move the signs back across the sidewalk onto the property owners' front lawn.

The origin of the prohibition is the City's ownership of the tree lawn and the public right-of-way, but there are also aesthetic and public safety considerations. First, the City should not be made to appear to take sides in any contests or displays. The use of public property, paid for and maintained by all taxpayers, should only be used for proper public purposes. Second, at intersections, but even to some extent at all driveways, temporary signs or displays can obstruct the view for motor vehicles exiting or entering. The "Brake 4 Kids" signs are an authorized exception to the prohibition, because the school children safety program has been specifically approved by the City, is non-partisan and promotes the slowing down of all motor vehicles for the safety of our school age pedestrians

All Lakewood citizens are encouraged to express themselves and exercise their First Amendment rights to display support for the candidates, teams, or issues of their choice. However, the City of Lakewood will be a better and more beautiful place if everyone keeps their signs and displays off the tree lawns and public right-of-way. It is the job of the Public Works employees to make that true by enforcing the ordinance that prohibits signs on tree lawns. The City appreciates our residents' cooperation.

WINTERHURST ADDS ADDITIONAL ADULTS ONLY SESSION

Winterhurst Ice Rink has added an additional Adults Only Session to its Fall Recreational Skating line-up. The session will be on Mondays from 10:00 a.m. to 12:00 p.m. This session is in addition to the Adults Only sessions on Wednesdays from 1:00-3:00 p.m. and Thursdays from 8:30 p.m.-11:00 p.m.

Admission for the Adults Only Sessions is $3.00 for Lakewood residents and $4.50 for non-residents. Skate rental is $2.00 per pair.

KEEP LAKEWOOD BEAUTIFUL 2004 HOME CONTEST WINNERS ANNOUNCED

Ten Lakewood homeowners are recipients of the 2004 Beautiful Home Contest sponsored by the City of Lakewood, the Lakewood Chamber of Commerce and the Keep Lakewood Beautiful (KLB) committee. Winners were presented commemorative plaques at the Lakewood Chamber of Commerce breakfast and award ceremony on September 17, 2004 at Brennan's Party Center, 13000 Triskett Road.

Winners of the contest were selected from nominations submitted by Lakewood residents. Homes were judged on the basis of landscaping, the scale of plantings, home maintenance and overall beauty of the properties. "The goal of this program is to encourage pride of ownership and reinvestment in Lakewood's unique and historic houses," said Barbara McGinty, contest coordinator and KLB Board member. "It is also one way to show the community's support of responsible and proud home ownership." One outstanding home is selected from each of the City's ten elementary school districts/neighborhoods. LAKEWOOD TO CELEBRATE FIRE PREVENTION WEEK OCTOBER 4-8
LAKEWOOD DECLARES OCTOBER 3rd FALLEN FIREFIGHTER MEMORIAL DAY

Mayor Thomas J. George introduced two resolutions, at the regularly scheduled Lakewood City Council meeting on Monday, September 20 2004, in honor of Fire Prevention Week. The first resolution declares Sunday, October 3, 2004 as Fallen Firefighter Memorial Day in the City of Lakewood. The second proclaims October 4-8 as Fire Prevention Week in Lakewood.

Fallen Firefighter Memorial Day will be highlighted by the annual Fallen Firefighter Memorial Ceremony on Sunday, October 3, 2004 from 12:00 p.m. to 12:30 p.m. at Fire Station No. 1, 14601 Madison Avenue. All on-duty fire personnel will gather with fire apparatus at the site of the Firefighter's memorial in front of the station. Following the ceremony, there will be a Fire Open House in Station No. 1 from 12:30-1:00 p.m.

"As we prepare for this event, we are reminded of the sacrifices that have been made by firefighters in their courageous efforts to protect the public," stated Mayor Thomas J. George.

In honor of Fire Prevention Week, the Fire Prevention Bureau will be visiting all elementary schools to give safety talks on the importance of testing smoke alarms. The Division of Fire is also conducting its yearly Junior Fire Chief essay contest for fifth grade students, and will distribute free high-visibility tape for children's Halloween costumes starting October 20th between 10:00 a.m. and 6:00 p.m. at all three Lakewood fire stations. Firefighters will also visit 50-80 senior households on October 30th as part of the national "Change Your Clock, Change Your Batteries" campaign.

MAYOR GEORGE NAMED TO OHIO MUNICIPAL LEAGUE BOARD NOMINATING COMMITTEE

Mayor Thomas J. George has been named to the Ohio Municipal League Board Nominating Committee. Under the constitution of the Ohio Municipal League, the Board of Trustees consists of 28 members. Members are elected for 2-year terms with one-half of the Board membership elected in the even numbered years and the other half elected in odd numbered years.

The Ohio Municipal League is governed by the Board of Trustees, elected by the membership. The Board consists of all past presidents of the League, as long as they are municipal officials. Of the 28 Trustees, at least one must be the mayor of a city or village; a city manager; a fiscal officer or finance director; a solicitor or director of law; a member of a municipal legislative body, other than the mayor. The Board is the policy-making body and appoints an Executive Director to manage the League under their general direction.

The Ohio Municipal League (OML) was incorporated as an Ohio non-profit corporation in 1952 by city and village officials who saw the need for a statewide association to serve the interests of Ohio municipal government. The OML represents the collective interest of Ohio cities and villages before the Ohio General Assembly and the state elected and administrative offices.

Any city or village, by proper action of its legislative body and payment of the annual membership fee, may become a member. When an Ohio municipality becomes an active League member, all of the elected and key appointed officials are eligible to use the available services.

"I am honored to serve on the Ohio Municipal League Board Nominating Committee," stated Mayor George. "This is an outstanding organization that provides valuable services to Lakewood and cities and villages throughout Ohio."

LAKEWOOD IS LOOKING FOR VOLUNTEERS FOR COMMUNITY EMERGENCY RESPONSE TEAM (CERT)

The City of Lakewood is currently looking for volunteers to serve as part of its Community Emergency Response Team (CERT). The CERT Program educates people about disaster preparedness for hazards that may impact their area and trains them in basic disaster response skills. Using the training learned in the classroom and during exercises, CERT members can assist others in their neighborhood or workplace following an event when professional responders are not immediately available to help.

"The Lakewood CERT program is a very important next step in our Emergency Operations planning," said Fire Chief Larry Mroz. "The CERT members will gain knowledge and skills which will benefit them in minor situations that arise and will benefit them and the entire community if an emergency should occur."

CERT training promotes a partnering effort between emergency services and the people that they serve. The goal is for emergency personnel to train members of neighborhoods, community organizations, or workplaces in basic response skills.

People who go through CERT training have a better understanding of the potential threats to their home, workplace and community and can take the right steps to lessen the effects of these hazards on themselves, their homes or workplace. If a disastrous event overwhelms or delays the community's professional response, CERT members can assist others by applying the basic response and organizational skills that they learned during training.

The primary reason for CERT training is to give people the decision-making, organizational and practical skills to offer immediate assistance to family members, neighbors and associates while waiting for help. While people will respond to others in need without the training, the goal of the CERT program is to help people do so effectively and efficiently without placing themselves in unnecessary danger.

"We encourage groups of neighbors to take the training together so they can create their own team," said CERT Coordinator Kevin Galvin. "Being prepared relieves the stress and allows you to simply react if a disaster does happen."

PASTA FIESTA SET FOR SEPTEMBER 16TH

The Lakewood Foundation and the Lakewood Commission on Aging Advisory Committee will hold a Pasta Fiesta dinner on Thursday, September 16, 2004 in the Woman's Club Pavilion at Lakewood Park. The dinner menu includes delicious pasta and meatballs, a garden salad, rolls and butter, a beverage and a scrumptious dessert. Dinner seating times will be 4:00, 5:30 and 7:00 p.m. Cost is $7.00 for adults and $3.00 for children 10 and younger. Old World music will be provided by strolling musician Bob Orlandi. The evening also includes door prizes with a grand prize basket filled with over $150.00 worth of ingredients for an authentic Italian dinner. COMMITTEE FOR A GREENER LAKEWOOD ESTABLISHED

Earlier this year, Mayor Thomas J. George created a citizen's volunteer committee called the Committee for a Greener Lakewood to make recommendations to City Council and the Administration on opportunities presented by green design and other environmental issues. The formation of this committee follows the passing of the City of Lakewood Green Building Policy, approved by Lakewood City Council last spring.

"Green design in buildings has been shown to be good for the environment and it can save the owners and operators significant money, especially when considering the entire life span of the building," said Committee Chairman Robert Shearer.

Some of the goal projects identified by the Committee include:
 • Greening the schools
 • Retrofitting existing public buildings to a greener standard (Winterhurst, City Hall, etc.)
 • Recommendations and programs for homeowners
 • Recommendations and programs for commercial and industrial buildings
 • Review of Building Codes to encourage green construction
 • Other public operations (such as City vehicle fleet, City pools and parks, waste water treatment and school operations)
 • Public awareness and education

The Committee will work closely with the Mayor's Office, City Council, the Division of Housing & Building and other City Departments to increase the efficiency of buildings and operations in the City, including both the
public and private sectors. The Committee will hold meetings to take public comment on green policy.

The mission of the Committee for a Greener Lakewood is to aid in the implementation of policies and practices that will decrease the ecological footprint of the City of Lakewood, and to encourage positive ecological actions toward natural and man-made environments. Lakewood's ecological footprint is the biologically productive area of land and water required to produce the natural resources consumed by Lakewood citizens government, and businesses, expressed in global acres. The more you consume and waste, the larger your ecological footprint on the planet.

LAKEWOOD COMMUNITY FESTIVAL SET FOR SATURDAY, SEPTEMBER 11TH AT MADISON PARK

The 17th annual Lakewood Community Festival is scheduled for Saturday, September 11, 2004 at Madison Park, 13029 Madison Avenue. The festival celebrates community, cultural heritage and families. It is a day of fun and activities for everyone.

The festival will begin at a fast pace with the 5K "Kielbasa Run" at 9:00 a.m. and the ½ mile Children's Fun Run at 10:00 a.m. At 11:00 a.m., there will be a Flag Raising Ceremony by various military organizations and the Lakewood High School Ranger Marching Band. Entertainment will include the Beck Center dancers, the Zalatal Band, Luchina Slovak Dancers and a special appearance by Elvis.


Craft and game booths, pony rides, children's games, and the Lake Erie Nature Center will be part of the festivities, as well as a variety of delectable foods including stuffed cabbage, cabbage and noodles, kielbasa and sauerkraut, pizza, Chinese and Vietnamese cuisine and other dishes. An assortment of traditional ethnic baked goods and other desserts will be available.

The festival, sponsored by the Lakewood Community Festival, Inc. and the City of Lakewood, is traditionally the last event of the summer. Proceeds from the festival will be donated to various local organizations. In the event of rain, the festival will be held on Saturday, September 18, 2004.

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULE

Due to the Labor Day holiday, there will be no refuse or recycling collected on Monday, September 6, 2004. Residents whose refuse is normally collected on Monday will have collection on Tuesday. Residents whose refuse is normally collected on Tuesday, Wednesday and Thursday should have their refuse and recyclables available for collection on their regular day, and it will be collected either on that day or the day after. Residents whose refuse is normally collected on Friday will have collection on Friday.

TRAFFIC SIGNALS IN LAKEWOOD GETTING NEW ENERGY-EFFICIENT L.E.D. LENSES

The City of Lakewood is replacing the lenses on the traffic signals at 15 intersections this year to make them more energy-efficient. The Light Emitting Diodes (L.E.D) lenses will provide for 90% savings on energy costs. Electric savings to the City this year should be approximately $8000 with even more savings in years to follow.

These lower wattage L.E.D. have a life of approximately 10 years, which is 10 times longer than the current incandescent lenses. These lights also increase safety because they are brighter than incandescent lights making it easier for drivers to see them.

In the next two years, the City is planning to replace all of the lenses on Lake, Madison, Franklin Boulevard, Hilliard Road, the North Marginal and the South Marginal.

This year's festival is a juried exhibition of all media in fine arts and crafts and will feature 160 artists from across the country and over 30 additional booths operated by various not-for-profit organizations and offering food, beverages, products and activities for children. In addition, live music will be performed throughout the day at City Center Park, located at Cook and Detroit Avenues.

Detroit Avenue in downtown Lakewood will be closed to traffic and artists will set up their booths along Detroit Avenue between Belle and Elmwood Avenues. The festival will take place rain or shine and there is no admission fee.

CITY OF LAKEWOOD TO RECEIVE GOVERNOR'S EXCELLENCE AWARD IN WORKERS' COMPENSATION

The Ohio Bureau of Workers' Compensation (BWC) will present the 2004 Governor's Excellence in Workers' Compensation Award to the City of Lakewood at a ceremony to be held on Wednesday, July 28, 2004 at 2:00 p.m. in the Lakewood City Hall Auditorium. Lakewood is one of six organizations to receive this award.

The Governor's Excellence in Workers' Compensation is given to employers that focus on aggressively reducing workplace accidents and actively supporting injured workers with return-to-work programs.

The City of Lakewood has achieved safety success through several specific strategies. They implemented a transitional work program and received two BWC transitional work grants in 2003. Transitional work has reduced the severity of injured worker claims.

Lakewood has achieved a credit on their premium for five of the last six years and has decreased their lost time claims from a high of 52 in 2000 to only 34 in 2003. The City of Lakewood posts signs at its facilities to promote safety and employees are encouraged to voice and safety issues or concerns that may arise. Employees frequently participate in safety training.

A business can be nominated for a Governor's Excellence in Workers' Compensation Award by a local business organization, such as a chamber of commerce, another state agency or a BWC employee. A business may also nominate itself.

REGENCY CONSTRUCTION SERVICES INC. SIGNS LONG-TERM LEASE TO STAY IN LAKEWOOD AND PLANS TO EXPAND

Regency Construction Services, Inc. (RCSI), headquartered at Lakewood Center North, recently signed a ten-year lease to stay in Lakewood. Their new lease has them expanding to 10,000 square feet and they have already begun the construction on the additional space. As a result of the expansion, they hope to add another six employees over the next year and a half.

LAKEWOOD FARMERS MARKET OPENS WEDNESDAY, JULY 14TH

The Lakewood Farmer's Market opens for its sixth great season on Wednesday, July 14th at 11:00 a.m. at the Arthur Avenue Extension (north of Detroit Avenue by Kaufmann Park). The Farmer's Market will offer again this year, locally grown produce along with freshly baked breads and pastries, artisans and craftspeople who help to create a festive market atmosphere for the Lakewood community. The Market will operate every Wednesday through September 15th between 11:00 a.m. and 3:00 pm.

The Farmer's Market is operated by the North Union Farmer's Market in collaboration with the City of Lakewood and features vendors who grow their own produce on small, family-owned farms. Organizers expect up to 15 vendors at each Wednesday's market.

The North Union Farmer's Market is a not-for-profit organization incorporated in 1995 dedicated to supporting family farms in northeast Ohio, providing urban people access to fresh, locally grown produce and creating a wholesome family activity that builds community.

LAKEWOOD CHARTER REVIEW COMMISSION TO HOLD MEETING ON PROPOSED CHARTER CHANGES

The Lakewood Charter Review Commission will hold a meeting on Tuesday, July 13, 2004 at 7:00 p.m. in the Woman's Club Pavilion at Lakewood Park to seek public input on their proposed City Charter changes.

The Charter Review Commission is a nine member committee with five of the members appointed by Lakewood City Council and four members appointed by the Mayor. The Commission's task is to review the Lakewood City Charter and submit revisions and amendments to Lakewood City Council within six months of their appointment.

The Charter Review Commission members are Dean Boland, Joan Burda, Stephen M. Davis, Lynn Farris, Lawrence F. Keller, Edward Patton, Jennifer Scott, Daniel Shields and Ellen Todia.

MAYOR TO SWEAR-IN NEW FIRE FIGHTER

Mayor Thomas J. George will administer the oath of office to a new Fire Fighter/Paramedic on Tuesday, July 13, 2004 at 4:00 p.m. in the Auditorium at Lakewood City Hall, 12650 Detroit Avenue. Eric Hack is the newest member of the Division of Fire.

Fire Fighter Hack received his fire training at Cuyahoga Valley Career Center, and his paramedic training at St. Vincent Charity Hospital (CEMSER), in conjunction with Cleveland EMS. Prior to joining the City, Eric worked for Donald Martens and Sons Ambulance as a Paramedic. Firefighter Hack is a Lakewood resident.

LAKEWOOD CELEBRATES THE FOURTH OF JULY
PARADE AT 1:00 P.M., BAND CONCERT AT 7:00 P.M. AND
FIREWORKS IN LAKEWOOD PARK AT DUSK

Lakewood Mayor Thomas J. George today announced that Father Jerome Duke and SS Cyril and Methodius Church will serve as Grand Marshals for the City's Fourth of July parade. The parade is scheduled to step off on Sunday, July 4, 2004 at 1:00 p.m. on Lake Avenue at Kenneth Drive and conclude at Lakewood Park.

SS Cyril and Methodius Church is the oldest Catholic Church in Lakewood. It was founded by Slovak immigrants in 1903. The first service was held on August 4, 1903. "The Fourth of July community celebration in Lakewood is a wonderful opportunity to recognize the 100th Anniversary of SS Cyril and Methodius Church," said Mayor George.

Joining in the parade will be musical favorites, the Lakewood High School Rancher Marching Band and the Lochaber and Red Hackle Pipe Bands. Casey Coleman will join City Council President Bob Seelie as they announce the parade participants.

After the parade, festivities will continue in Lakewood Park with games, food, activities and information provided by several of Lakewood's not-for-profit organizations. At 7:00 p.m., the Lakewood Project, Lakewood High School's Youth Rock Orchestra, will perform at the Bandstand at Lakewood Park. The Fourth of July festivities will conclude with Lakewood annual fireworks extravaganza at approximately 9:45-10:00 p.m.

LAKEWOOD POLICE AWARDED BULLETPROOF VESTS PARTNERSHIP GRANT

The City of Lakewood has received notice that its 2004 application for the Bulletproof Vest Partnership Program has been approved in the amount of $10,621.50. This award is good news for the Lakewood Division of Police as these funds may be used to pay up to 50% of the cost of bulletproof vest purchases. Each vest costs approximately $800 and the department will strive to purchase 14 new vests for officers and seven special tactical vests for members of the swat team.

"Providing new protective body armor to our Lakewood officers is extremely important and we are pleased to again be awarded these funds which are necessary to continue the bulletproof vest replacement rotation," said Mayor Thomas J. George.

The competitive application process is through the Bureau of Justice Assistance (BJA) working in partnership with state and local law enforcement by providing funds for the purchase of protective body armor. The Bulletproof Vest Partnership (BVP) Program helps protect the lives of law enforcement officers by assisting state, local, and tribal governments equip their officers with armor vests. Eligible law enforcement officers include police officers, sheriff's deputies, correctional officers, parole and probation agents, prosecutors, and judicial officials. Applicants may select and purchase any ballistic or stab vest that meets applicable NIJ standards.

LAKEWOOD ENTERS YEAR FIVE OF "FIGHT THE BITE" WEST NILE VIRUS PREVENTION PROGRAM

Following a successful 2003 season in which no human cases of West Nile Virus were reported, the City of Lakewood once again urges its citizens to continue their work as "partners in prevention" for the continued health of the entire community. In April, the Lakewood Department of Human Services/Division of Health started submitting dead birds to the Ohio Department of Health. A bird testing positive is an early indicator of West Nile Virus and no birds to date have tested positive. Residents may contact the Lakewood Animal Shelter to report dead birds by calling 529-5020.

Weekly public sewer inspections began in April in preparation for larvaciding to prevent hatching of adult mosquitoes. The excessive amount of spring rains have kept the catch basins clean, however, it has created many areas of standing water on public and private property. Mosquito larva has been observed in several backyards within the past two weeks. Residents are encouraged to take the following steps to prevent mosquito breeding on their property:

 • Eliminate standing water by providing tight fittings lids on all containers and/or removing containers, properly disposing of old tires, cleaning gutters, changing water in wading pools and bird baths frequently.
 • Treat yard and driveway drains and low areas in the yards with a larvicide (mosquito dunks, etc. - found at local nurseries and hardware stores.).
 • Assist neighbors in removing standing water on their properties.
 • Avoid being outdoors during peak mosquito biting periods, which are dawn and dusk.
 • Wear light-colored, long-sleeved shirts and long pants.
 • Make sure all windows and doors have screens and keep them in good repair.
 • Use insect repellents wisely and follow the label directions.

LAKEWOOD PROMOTES BIKE AND SKATER SAFETY ON HELMET SATURDAY, JUNE 12TH

The City of Lakewood will hold its fourth annual Helmet Saturday on June 12, 2004 from 10:00 a.m. to 1:00 p.m. in the Lakewood City Hall Garage, located at 12650 Detroit Avenue. This free event will promote bicycle and skateboard safety. Children of all ages and their parents will be able to review bike and skateboard safety tips and purchase quality bike and skateboard helmets for $7. Spin Bike Shop of Lakewood will offer a bike repair station and the Lakewood Skaters Association will give a skateboard safety clinic.

LAKEWOOD TO SHOW WORLD WAR II MEMORIAL DEDICATION CEREMONY ON MAY 29

Veterans and their families and friends are invited to come to Lakewood City Hall on Saturday, May 29, 2004 to watch the live broadcast of World War II Memorial Dedication Ceremony which is taking place in Washington D.C. The event will take place in the Lakewood City Hall Auditorium, 12650 Detroit Avenue, from 1:30 p.m. to 4:00 p.m. Refreshments will be served.

The World War II Memorial is the first national memorial dedicated to all who served during the Second World War. The memorial, established by the American Battle Monuments Commission, honors the 16 million who served in the armed forces of the U.S. during World War II, the more than 400,000 who died and the millions who supported the war effort from home.

President Clinton signed Public Law 103-32 on May 25, 1993, authorizing the American Battle Monuments Commission (ABMC) to establish a World War II Memorial in Washington, D.C., or its environs. Construction began in September 2001. The memorial opened to the public on April 29, 2004 but is officially being dedicated on May 29, 2004.

"We want to give veterans and the public the opportunity to watch the dedication ceremony together," said Mayor George. "It is important that we all take time to remember the sacrifices our veterans have made defending this country."

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULE

Due to the Memorial Day holiday, there will be no refuse or recycling collected on Monday, May 31, 2004. Residents whose refuse is normally collected on Monday will have collection on Tuesday. Residents whose refuse is normally collected on Tuesday, Wednesday and Thursday should have their refuse and recyclables available for collection on their regular day, and it will be collected either on that day or the day after. Residents whose refuse is normally collected on Friday will have collection on Friday.

In addition, all Lakewood City offices and the Lakewood Municipal Court will be closed for the holiday.|

LAKEWOOD TO CELEBRATE NATIONAL EMS WEEK MAY 16-22

Mayor Thomas J. George will introduce a resolution tonight at the regularly scheduled Lakewood City Council Meeting proclaiming May 16-22th Emergency Medical Services Week in the City of Lakewood. EMS Week honors the approximately 750,000 Emergency Medical Services providers nationwide who deliver lifesaving emergency care and the outstanding achievements of Lakewood's EMS providers.

This year's National EMS theme, EMS: There When You Need Us, focuses on the commitment of the 750,000 professionals who provide an essential community service every day. No matter what the emergency or when it occurs, EMS responders are there to provide immediate lifesaving care and transportation.

In conjunction with EMS Week, paramedics and EMTs will be distributing placemats in restaurants throughout Lakewood. The placemats contain tips on fire, poison, bicycle safety, vehicle safety, pedestrian safety and water safety.

DARE officers encourage students to say "no" to drugs, help students build self-esteem and teach them skills for handling peer pressure. Lakewood's DARE program also offers youngsters alternative leisure activities and fosters teamwork.

DIVISION OF REFUSE & RECYCLING DROP-OFF FACILITY OFFERING EXPANDED SUMMER HOURS

The Division of Refuse & Recycling Drop-Off Facility, 12920 Berea Road, has expanded its hours for the summer. The Facility is now open from 8:00 a.m. to 6:00 p.m. Monday through Friday and from 8:00 a.m. to 3:00 p.m. on Saturdays for refuse and recycling. These expanded hours will be in effect through October 1st.
The Saturday hours and weekday hours after 3:00 p.m. are limited to the drop-off of refuse and recycling by Lakewood residents only. Identification showing proof of Lakewood residence is required.

LAKEWOOD POLICE OFFICER GARY EASTER NAMED OHIO SCHOOL RESOURCE OFFICER OF THE YEAR

Lakewood Police Officer Gary Easter has been named Ohio School Resource Officer of the Year by the Ohio Crime Prevention Association (OCPA). Officer Easter was honored at the OCPA Annual Convention held April 26-28, 2004 in Cincinnati. He was selected for this honor from among all the School Resource Officers in the State of Ohio.

Officer Easter, a 17-year veteran of the Division of Police, has been working with Lakewood youth throughout his law enforcement career. As the City's most experienced Youth Resource Officer and trained D.A.R.E. insturctor, Easter has been working in Lakewood Schools with students, faculty and staff since 1990. In 1999, he became the School Resource Officer at Lakewood High School.
