WINTERHURST ICE RINK ANNOUNCES SKATE WITH SANTA AND SPECIAL SKATING SESSIONS FOR HOLIDAY BREAK

Winterhurst will have a Skate with Santa session on Saturday, December 20, 2003 from 2:00-4:00 p.m. This family-oriented afternoon will offer skating to a mixture of holiday classics and contemporary music, complimentary candy canes and photos with Santa for a minimal cost.

Winterhurst's regular skating schedule will continue through the holidays. In addition, the City will also offer a special holiday schedule as follows:

Prices for each session are $2.50 for Lakewood residents and $4.00 for non-residents. Skate rental is $2.00. Winterhurst Ice Rink is owned and operated by the City of Lakewood. With a double rink configuration, it is one of the largest and most unique year-round municipal skating facilities in the country. Winterhurst offers public skating, hockey, broomball, speed skating, figure skating, Learn To Skate and Adapted Learn To Skate sessions.

THE LAKEWOOD DIVISION OF FIRE OFFERS FIRE PREVENTION TIPS FOR THE HOLIDAY SEASON

The Lakewood Division of Fire and the National Fire Protection Association offer the following fire prevention tips for the holiday season:

 • Use caution with holiday decorations. Choose those bearing the name of an independent testing lab, and whenever possible, made with flame-resistant, flame-retardant or non-combustible materials. Follow the manufacturer's instructions for installation and maintenance.

 • Do not use candles to decorate Christmas trees. Keep them away from wreaths or decorations that may ignite and make sure they are extinguished before you go to sleep at night.

 • New and previously used light strings should be checked for frayed or cracked wires. Do not overload extension cords, and never run extension cords under rugs. Turn off all light strings and decorations before leaving the house or going to sleep at night.

 • Natural trees should have the trunk trimmed and they should be watered daily. They are NOT recommended and are sometimes even prohibited for apartment use. If you use a live tree inside your home, remove it soon after Christmas before the needles become dry. If you purchase an artificial tree, be sure it is labeled as fire-retardant.

 • When cooking for holiday visitors, remember to keep a close eye on your range. Unattended cooking is the leading cause of home fires in the U.S.

 • When smokers visit, check ashtrays frequently and completely douse cigarette and cigar butts with water before discarding. Ask guests to keep their smoking materials with them so children do not touch them.

 • Test your smoke alarms and let guests know your fire escape plan.

 • Space heaters must be kept at least three feet from anything that can burn, including furniture, bedding, clothing, pets and people. They should never be left on when you are not in the room or when you go to sleep. Always supervise children and pets when a space heater is in use.

 • Keep all stairways and exists clear. Do not place your Christmas tree in front of an exit.

2003 HOLIDAY LIGHTING FESTIVAL AT LAKEWOOD PARK
Family Fun Begins at 4:00pm Sunday, December 7th

Mayor Madeline Cain invites all Lakewood residents who are young at heart to attend the annual Holiday Lighting Festival which will take place at Lakewood Park on December 7th from 4:00-7:00pm. This year's Holiday Lighting Festival will begin at 4:00pm in the Woman's Club Pavilion with a reading of How the Grinch Stole Christmas, presented by The Cat in the Hat (aka Andrew Harant) compliments of the Lakewood Library. At 5:15 p.m. guests will be invited outside to join the McKinley School Choir in holiday songs. At approximately 5:30 pm Mayor Cain and Special Olympics Medallist Brigid Balog will pull the switch to light up the park to welcome the magic of the season. Balog, a 2003 LHS graduate, won 2 Silver and one Bronze medal in the 2003 Special Olympic World Games in Belfast, Ireland for speed skating. She is currently training for the 2005 Winter Games in Nagano, Japan.

The beacon created by the spectacular lighting display, will signal Santa Claus to arrive, escorted by Lakewood firefighters. Photos with Santa for children ten and under in the Woman's Pavilion, Les Wilson's hay wagon rides through Lakewood Park, candlelight tours of the Oldest Stone House, hot cider and doughnuts, and songs led by Green E-the Environmental Elvis will round out the afternoon of family fun and festivities.

LAKEWOOD CELEBRATES WINKING LIZARD OPENING
RIBBON CUTTING TUESDAY, DECEMBER 2ND AT 2:00PM

On Tuesday December 2nd at 2:00pm, Mayor Madeline Cain and Winking Lizard President Jim Callam and General Manager Mike Frohlich will gather at the Winking Lizard, 14018 Detroit Avenue, along with Lakewood City Council, Lakewood Chamber and members of the Cain administration. Mayor Cain will cut the red ribbon and officially welcome the opening of the latest installment in a series of positive development projects throughout the City of Lakewood.

"We are pleased to welcome the Winking Lizard as our newest addition to Lakewood's vibrant business community," said Mayor Cain "Lakewood is indeed fortunate to have gained this exciting establishment which also saved a historic structure and will now be enjoyed by the community for years to come."

"We are very excited to have acquired such a historic space as the former Elks Lodge. It was certainly worth the more than two year wait to find what we believe to be one of our most unique Winking Lizard Restaurants," said Jim Callum.

Winking Lizard Restaurant purchased the building in January of 2003 and rehabilitated the existing Elks Lodge, converting the property to a 150-seat full-service restaurant, including outdoor dining and a banquet room. The improvements included exterior façade work, ramp for wheelchair accessibility as well as window repair, electrical and signage, some of which were rebated through the City's Commercial Property Revitalization (CPR) Program. Additional improvements were also made to upgrade interior mechanical systems and other interior improvements such as ADA accessible restrooms, and machinery/equipment investments. In sum, the total project investment was well over $1.25 Million, with over 95% of the total privately invested.

MAYOR CAIN SUBMITS PRELIMINARY BUDGET TO COUNCIL
RESPONSIBLE FISCAL MANAGEMENT ENDS 2003 UNDERBUDGET

The Cain Administration today presented to Lakewood City Council the preliminary budget, which estimates the cost of running the City in 2004. Mayor Cain and Acting Finance Director Jennifer Demmerle also provided City Council with good news in their projected 2003 year end balance. "I am pleased to report that our Administration will again close another year under budget and return an estimated $2.5 million in Y2003 appropriations to the General Fund, achieving an estimated year end General Fund balance of $3.8 million. I am proud of this administration's commitment to strong fiscal management which is reflected in the stringent control of expenditures by Department Directors and Managers," said Mayor Cain. This balance will supplement the excess expenditures compared to revenues projected in the 2004 preliminary budget.

During a sluggish economy and with current revenue streams (such as local government funding) cut, the Cain Administration kept a tight control on expenditures resulting in the sustained healthy fund balance for the year ending in 2003. Expenditures in the General Fund are anticipated to end the year at $35 million for 2003, which reflects a 7% decrease of the $37.6 million budgeted.

Lakewood like other municipalities is experiencing the effects of the economic downturn since 2000, which places an increased burden on the General Fund. Contributing factors include; a 40% erosion of interest income from 2002, a 1.5% decrease in local government funding, estate taxes revenue down by 41% and a decrease in income taxes received.

While the preliminary 2004 budget includes very conservative revenue and expenditure estimates, it actually anticipates a slight increase of 5% over 2003 actual revenues, due to increased assessed values for property taxes. However the 2004 budget also reflects an anticipated 8% increase in General Fund expenditures due to increases in personnel and benefit costs. These increases are attributed to the 2004 pay schedule which will see 27 pay periods compared to 26 in 2003 and an anticipated 15% increase in medical benefit costs. Fortunately the projected 2003 General Fund balance will carry forward to help offset this disparity.

The annual presentation of a preliminary budget on or before November 15th to Council is required by the Lakewood Charter, Article III, Section 14.

HOLIDAY REFUSE & RECYCLING COLLECTION SCHEDULE

Due to the Thanksgiving holiday, there will be no refuse or recycling collected on Thursday, November 27, 2003. Residents whose refuse is normally collected on Monday will have collection on Monday. Residents whose refuse is normally collected on Tuesday and Wednesday should have their refuse and recyclables available for collection on the day before their regular day and it will be collected either on that day or their regular day. Residents whose refuse is normally collected on Thursday will have collection on Wednesday. Residents whose refuse is normally collected on Friday will have collection on Friday.

In addition, all Lakewood City offices will be closed on Thursday, November 27 and Friday, November 28 for the Thanksgiving holiday.

MAYOR CAIN ANNOUNCES ADDITIONAL JOBS WILL RETURN TO LAKEWOOD' S SBC MIDWEST REGIONAL CENTER

Today Lakewood Mayor Madeline A. Cain delivered more good news to the City of Lakewood with the announcement that SBC who has chosen Lakewood, Ohio to establish their Midwest region Mechanized Loop Assignment Center (MLAC), will do so by creating approximately 90 jobs with future growth over the next two years. This means that nearly $100,000/year in annual City income tax revenue will be generated by SBC. This project will retain the highly respected and valued technology anchor, who will continue operations with virtually uninterrupted, active use of the facility located at 14233 Detroit Avenue.

"We are pleased to announce this increase in jobs for the City of Lakewood," said Mayor Cain. "This is another example of the commitment of this administration to work with our business partners to preserve and build the tax revenue for the benefit of the residents of the City of Lakewood."

This MLAC Center was awarded to Lakewood as one of only two such centers in the entire Midwest region of the United States and the only MLAC Center in Ohio.

Recognizing the economic impact the loss of SBC would mean to the City of Lakewood, the Cain administration worked quickly to develop a plan whereby SBC could make the current SBC facility (where 110 technical support positions were lost in Lakewood due to consolidation earlier this month) suitable for the needs of the new operation and continue to call Lakewood home. This formidable situation required a creative strategy, the solution of which was found in the City of Lakewood's Economic Development Fund (EDF), which was proposed to assist SBC to complete the renovations and system equipment upgrades necessary to make the current facility operational as the new MLAC. SBC has been a taxpayer contributing approximately $150,000 a year in total taxes to the Lakewood community.

LAKEWOOD TO HONOR VETERANS ON NOVEMBER 11TH AT LAKEWOOD PARK

Mayor Madeline A. Cain will host the City of Lakewood's Veterans Day Ceremony at Flag Island in Lakewood Park on November 11, 2003 at 11:11 a.m. Lakewood's annual Veteran's Day observance is a tribute to the men and women who served our country in the armed forces.

"More Than Names," a tape listing 337 Lakewood servicemen and servicewomen who have died while serving in the U.S. military, will be broadcast before and after the ceremony in Lakewood Park. "We are honored to host this special day of remembrance for those who ensured our freedom by their sacrifices in the defense of our country," said Mayor Cain. "It is particularly important at this time that we recognize and support the men and women who are prepared to die for this country and for peace, and to show that Lakewood will never forget the contributions of our veterans."

Lakewood's Veterans Day program will begin with the Presentation of Colors followed by the singing of the national anthem by Lakewood resident Karen Tettelbach, a veteran of the U.S. Navy, accompanied by the Lakewood High School Band. This year's keynote speaker will be Giles Norrington. Mr. Norrington enlisted in 1954 and served first as a Marine infantryman. He received his commission in 1958 and served later as a Marine pilot flying the A-4 Skyhawk attack aircraft. He rose to the rank of captain in the Marine Corps. In 1965, he transferred to the Navy and was assigned to Reconnaissance Attack Squadron ONE. In May of 1968, while flying his twenty-second combat mission over northern Vietnam, he was shot down, captured and spent nearly five years as a Prisoner of War in the infamous compounds collectively known as The Hanoi Hilton. After he returned to freedom, he held a number of Pentagon posts and he commanded the Naval Air Station in Whiting Field, Florida. He also commanded the remote strategic outpost Naval Support Facility Digego Garcia in the British Indian Ocean Territories. Other highlights of this year's program include performances by the Lakewood High School Band and the Lakewood High School Choir and a 21-gun salute by Uniformed Color Guard members from VFW Post 10646.

The Veterans Day Ceremony is free and open to the public. Following the ceremony, coffee and doughnuts will be offered in the Woman's Club Pavilion at Lakewood Park.

RTA PRAISED FOR DISTINCTIVE BUS SHELTER AT LAKEWOOD PARK ENTRANCE
Ribbon cutting on October 31ST


Lakewood Mayor Madeline A. Cain, Lakewood City Council President Bob Seelie and RTA CEO and General Manager Joseph A. Calabrese will be joined by city officials as they cut the official red ribbon on Friday October 31 at 11:00 AM at the distinctive newly constructed bus shelter at Lakewood Park. The new bus shelter sits to the west of the newly enhanced park entrance which now is comprised of a welcoming and attractive drive, the new passenger shelter and a safe and convenient transit layover area. RTA was instrumental in providing approximately 80% of the funds for these improvements to Lakewood's major lakefront park and recreation jewel. These improvements are components of the Lakewood Park Master Plan, which was approved by both the Lakewood Planning Commission and City Council.

"We are appreciative of the partnership established with RTA which has allowed us to leverage public dollars for this major improvement to Lakewood Park which will benefit all Lakewood citizens and park visitors for years to come," said Mayor Cain.

HALLOWEEN OBSERVED FRIDAY, OCTOBER 31ST
Free High Visibility Tape and Safety Tips Offered

The City of Lakewood will observe Halloween between the hours of 6:00 p.m. and 8:00 p.m. on Friday, October 31, 2003.

Lakewood firefighters will distribute reflective tape for children's costumes October 20-31 at all three Lakewood fire stations between the hours the of 10:00 a.m. and 6:00 p.m. The City also offers these safety tips for parents, residents and drivers:

• Parents should encourage their trick-or-treaters to be especially careful after sunset. If escorting their children, parents should carry a flashlight as an additional safeguard.

 Residents giving out candy and treats can help prevent accidents by reminding children to be especially careful crossing streets and to walk up and down steps, instead of running.

 Halloween night drivers should be especially vigilant. Motorists should drive more cautiously and be prepared to stop.

Cain and Zee Choudhury, owner of Lakewood's newest "hot spot" (as in hotcakes) will cut the official red ribbon on Tuesday, October 21 at 8:00 AM at the newly constructed IHOP at 16512 Detroit Avenue. Mark LaLonde, Pamela Acs, Paul Eckstein, Efan Kabir and general manager Brian Gamble and manager Elizabeth Spais all of IHOP will be in attendance, along with Lakewood City Council, Lakewood Chamber and members of the administration as they celebrate the opening of the latest installment in a series of positive development projects throughout the City of Lakewood. "We are pleased to welcome IHOP as our newest addition to Lakewood's vibrant business community," said Mayor Cain.

IHOP representatives, local developers and architects worked with Department of Planning and Development committees and staff to make the IHOP building complement the neighborhood surroundings and honor the architectural requests of the City. As a result, Lakewood has the only brick IHOP building in Northeastern Ohio.

LAKEWOOD CONCLUDES SUCCESSFUL 2003 FIGHT THE BITE CAMPAIGN

Fight the Bite Lakewood, was a rousing success according to Human Services Director Dottie Buckon. A City of Lakewood and Citizen public health prevention initiative, Fight the Bite Lakewood, focused on reducing the threat of West Nile Virus to Lakewood residents. Buckon reported today that the Lakewood Department of Human Services/Division of Health put away their mosquito traps until next spring, just weeks after the fifth and final citywide public sewer larviciding treatment by the Department of Public Works/Division of Streets. The numbers of mosquitoes trapped dropped dramatically in September. "We were fortunate that Lakewood's weather conditions through September did not promote mosquito breeding", said Buckon, who attributed the success of the initiative to public education efforts, aggressive larviciding and consistent monitoring.

Fight the Bite Lakewood, a City of Lakewood and Citizen public health prevention initiative, focused on reducing the threat of West Nile Virus to Lakewood residents. "We are very pleased with the results of the Fight the Bite Lakewood initiative and greatly appreciate the efforts of our residents who followed the guidelines for reducing the numbers of mosquitoes in our community", said Mayor Madeline Cain. Information about personal protection and the elimination of mosquito breeding conditions on private property was promoted through pamphlets, press releases and public presentations.

The State of Ohio, Cuyahoga County and Lakewood all saw a reduction in West Nile Virus activity compared to 2002. This year Cuyahoga County reported only 20 human cases and no cases within the City of Lakewood to date. Last year, 219 human cases were reported in Cuyahoga County including 8 Lakewood residents.

CommUNITY CONVERSATIONS PRESENTED AT OHIO PTA CONVENTION

Nickie Antonio, the Executive Assistant to the Mayor for Community Relations has been invited to present a workshop on CommUNITY Conversations on Saturday October 18th at the 98th Annual Ohio PTA Convention to be held at the Adams Mark Hotel in Columbus, Ohio.

"I am honored by the invitation from Debra Sweeney, Ohio PTA Board member, to present this conversation model at the Ohio PTA Convention," said Antonio. CommUNITY Conversations is a community building model developed by Antonio and introduced to the City of Lakewood this past year by Mayor Madeline Cain. The CommUNITY Conversations that were held throughout the City gave members of the community the opportunity to engage in dialogue that was respectful of the diversity of cultures, religions and life experiences of the participants. "We believe that this type of meaningful dialogue is essential towards building peaceful communities, " said Mayor Cain.

The conversations were initially conducted in various locations throughout Lakewood in cooperation with the Mayor's Task Force for Community Relations, Lakewood Ministerial Association, Lakewood Public Library and the Lakewood City Schools to provide a forum for public conversation during the period of time when our nation was poised to go to war in the Middle East.

FOURTH ANNUAL "PUMPKIN PALOOZA" TO BE HELD ON SATURDAY, OCTOBER 25TH

The Lakewood-based youth service organization, Help to Others (H2O), will co-sponsor a fundraising event called Pumpkin Palooza on Saturday, October 25, 2003 from 1:00-3:00 p.m. at Lakewood High School, 14100 Franklin Avenue in Lakewood. All proceeds will benefit the Lakewood Christian Service Center and the Lakewood Charitable Assistance Corporation. Pumpkin Palooza is also presented by the City of Lakewood's Department of Human Services, Lakewood City Schools, Lakewood Hospital, Lakewood Public Library, Lakewood non-profit and civic organizations, LHS Student Organizations and Lakewood Early Childhood Professionals.

The fourth annual Pumpkin Palooza serves as the culmination of a citywide pumpkin-decorating challenge as well as a celebration of "Make A Difference Day" in Lakewood and will involve other Lakewood-based civic groups. "The Great Pumpkin Patch" will be filled with decorated pumpkins donated by various artists and organizations. Festivalgoers will have the opportunity to participate in a pumpkin raffle to win their favorite pumpkin. The "Harvest Moon Café" will feature pizza, baked goods and beverages. In "Autumn Adventureland, there will be crafts, carnival games, a picture booth and a costume parade at 2:30 p.m. There will also be scary and not-so-scary storytelling in "Sleepy Hollow."

H2O is a collaborative youth program between the City of Lakewood Department of Human Service's Division of Youth and Lakewood City Schools. Under the direction of staff from the Division of Youth, H2O programs are intended to build and strengthen the confidence and resources of Lakewood's young residents through service projects. The organization is three-tiered, consisting of a High School program, a Middle School program and a Summer Camp program.

Pumpkin Palooza is open to the public. Festivalgoers may purchase tickets for food, beverages, the pumpkin raffle and the various activities. Tickets will be priced at 25¢ each. Admission to Pumpkin Palooza is free.

LAKEWOOD FINANCE DIRECTOR RELOCATES TO NORTH CAROLINA
MAYOR LAUDS DIRECTOR BLASKO'S SERVICE TO THE CITY OF LAKEWOOD

Mayor Madeline Cain announced today that she has regretfully accepted the resignation of Lakewood Finance Director Glenda Blasko, effective October 24, 2003. Finance Director Blasko, who joined the City two years ago, stated that it is because of family obligation and necessity that she and her family relocate to North Carolina. "I feel truly blessed to have been a part of Mayor Cain's cabinet which provided a tremendous opportunity for my professional growth," said Blasko.

"Glenda Blasko has been an outstanding and dedicated member of my professional team. She, more than anyone else, is responsible for the recent Moody's Bond rating upgrade and for our ability to face these difficult economic times without reductions in services to our citizens. Under her leadership, the City's General Fund Reserves increased resulting in the city's ability to absorb major cost increases in employee wages and healthcare coverage. Her professionalism, hard work and outstanding management of our fiscal resources will be greatly missed," stated Mayor Cain. "I will always be grateful for Glenda's contributions to the success of
my administration."

LAKEWOOD HONORS FALLEN FIREFIGHTERS IN ANNUAL MEMORIAL CEREMONY ON SUNDAY, OCTOBER 5TH

Mayor Madeline A. Cain and the City of Lakewood's Division of Fire will honor firefighters who have died in the line of duty at the Fallen Firefighter Memorial Ceremony on Sunday, October 5, 2003 from noon to 12:30 p.m. at Fire Station No. 1, 14601 Madison Avenue. All on-duty fire personnel will gather with fire apparatus at the site of the Firefighter's Memorial in front of the station. Following the ceremony, there will be a Fire Open House in Station No. 1 from 12:30 - 1:00 p.m.

Lakewood's annual Fallen Firefighter Memorial ceremony marks the beginning of National Fire Prevention Week from October 5-11, 2003. Since 1925, the City of Lakewood has joined other towns and cities across the nation in observing National Fire Prevention Week during the Sunday through Saturday week surrounding anniversary of the Great Chicago Fire. In other activities intended to educate the public about fire safety, the Fire Prevention Bureau will be visiting all elementary schools to give safety talks on the importance of fire escape plans and regular fire drills. The Division of Fire is also conducting its yearly Junior Fire Chief essay contest for fifth grade students, and will distribute free high-visibility tape for children's Halloween costumes starting October 20th between 10:00 a.m. and 6:00 p.m. at all three Lakewood fire stations. Firefighters will also visit 50-80 senior households on October 25th as part of the national "Change Your Clock, Change Your Batteries" campaign.

LAKEWOOD TAKES DELIVERY ON NEWEST PARAMEDIC SQUAD

Mayor Madeline A. Cain today announced that the City of Lakewood has taken delivery on a new paramedic unit- Squad #3. At a cost of $156,668.96, this 2003 Horton is built on a duty Navistar chassis and was purchased through the State of Ohio bid program. This unit replaces an ambulance that was in service since 1987. It is the fourth medium duty paramedic squad purchased by the City and the second new squad purchased since the EMS System was merged with the Division of Fire in October of 1999. This new purchase will bring a total of five squad units to serve citizens and visitors of Lakewood.

"This administration has worked diligently to bring to the citizens of Lakewood state of the art, emergency resources, personnel and medical equipment such as this new paramedic unit," said Mayor Cain.

The new squad features a larger patient treatment area with a center-mounted cot that allows paramedic's access to both sides of the patient during transport. The unit also features improved interior lighting and electrical system. The emergency warning lighting system uses LED lighting that reduces repair and maintenance. The new squad will begin regular service in October.

WINTERHURST TO HOLD NEOTA DAY PIZZA SKATE

Winterhurst Ice Rink will hold a special NEOTA DAY Pizza Skate from 1:00-3:00 p.m. on Friday, October 10, 2003. Admission for all ages is $4.00. Price includes the skating session, one slice of pizza and one can of pop. Skate rental is available for an additional cost.

Advance tickets are on sale at the Winterhurst ticket booth. Pizza and pop is limited to the first 350 people. Coupons and passes will not be honored for this session.

MAYOR CAIN ANNOUNCES JOBS WILL RETURN TO LAKEWOOD WITH SBC MIDWEST REGIONAL CENTER

Today Lakewood Mayor Madeline A. Cain delivered good news to the City of Lakewood and Northeastern Ohio with the announcement that SBC has chosen Lakewood, Ohio to establish a Mechanized Loop Assignment Center (MLAC). This MLAC Center was awarded to Lakewood as one of only two such centers in the entire Midwest region of the United States and the only MLAC Center in Ohio.

"We are delighted to announce the continued presence of SBC in the City of Lakewood and Northeastern Ohio," said Mayor Cain. "We recognize the vital contribution that SBC has made and will continue to make to the local economy by providing quality services and job opportunities for our residents and visitors."

Recognizing the economic impact the loss of SBC would mean to the City of Lakewood, the Cain administration worked quickly to develop a plan whereby SBC could make the current SBC facility (where 116 technical support positions were lost in Lakewood due to consolidation earlier this month) suitable for the needs of the new operation and continue to call Lakewood home. This formidable situation required a creative strategy, the solution of which was found in the City of Lakewood's Economic Development Fund (EDF) which will be proposed to be used to assist SBC to complete the renovations and system equipment upgrades necessary to make the current facility operational as the new MLAC. SBC has been a taxpayer contributing approximately $100,000 a year to the City of Lakewood.

For more than 80 years, SBC Communications has maintained a strong relationship with the City of Lakewood and its residents," said RobReynolds, Senior Director of External Affairs for SBC. "We are pleased tojoin Mayor Cain in the announcement of the MLAC Center and look forward to
the jobs that it will bring to the city."

The Cain administration has rigorously utilized the Economic Development Fund (EDF) which is funded through federal Community Development Block Grant (CDBG) dollars, to assist business/property owners in property/building conversions. The EDF has been recently used to support the redevelopment efforts of such business ventures as Virginia Marti College, which expanded and improved an existing storefront/building, the Winking Lizard Restaurant which is in the process of refurbishing the historic Elks Club Lodge building located at 14018 Detroit Avenue and the Yorktown Motel a previously vacant, deteriorating property which is currently being rehabilitated to house the Optimal Health medical practice of Dr. Keith Jordan.

LAKEWOOD MAYOR CAIN TO PRESENT TESTIMONY TO OHIO HOUSE SUCOMMITTEE ON GROWTH AND DEVELOPMENT ON THURSDAY, SEPTEMBER 25TH

The Lakewood Department of Human Services-Divisions of Health and Aging will sponsor an Influenza Vaccine Program during the months of October and November. The influenza immunization is strongly recommended for those age 65 and over as well as those with chronic illness such as asthma, heart disease, kidney disease or metabolic disease including diabetes, anemia and other blood disorders. LAKEWOOD LAUNCHES SAFE KIDS "FIT STOP" CAR SEAT SAFETY PROGRAM SATURDAY OCTOBER 4TH
BECOMES FIRST WEST SIDE FITTING STATION IN CUYAHOGA COUNTY

Mayor Madeline Cain today announced that the City of Lakewood has become the first West Side City in Cuyahoga County to launch a "Fit Stop" car seat safety program. The creation of this permanent child restraint fitting station is the result of a collaboration between the Greater Cleveland SAFEKIDS/Safe Communities Coalition, University Hospitals Health System/ Rainbow Babies and Children's Hospital and the City of Lakewood Division of Fire, Department of Human Services; Divisions of Health and Early Childhood and the Cleveland Clinic Health System/Lakewood Hospital.

The kick-off for the car seat safety program will be held on Saturday October 4 from 10:00am-2:00pm at Fire Station #3 located at 12567 Clifton Blvd. The inspections, hands-on instructions on the proper securing of child car seats and proper fitting of those seats will be provided at this "Fit-Stop" by certified Division of Fire personnel. Visits to the "Fit-Stop" will be available by appointment only. Persons interested in securing their child safety seat and obtaining a car seat check-up may call (216) 529-6657 to make an appointment.

"The City of Lakewood is committed to the safety and well-being of our most precious and youngest citizens," said Mayor Cain. "I am pleased to announce that the 1st Saturday of each month will be dedicated to conducting a "Fit Stop" at Fire Station #3 in Lakewood and I encourage families with young children to take full advantage of this service."

Motor vehicle crashes are the leading cause of unintentional injury-related deaths for children ages 14 and under. Nearly 1,813 children die and 282,000 are injured each year as motor vehicle passengers. Recent studies show 40 percent of kids still ride unrestrained, and of those who are restrained, an estimated four out of five are secured incorrectly. OHIO'S STUDY SHOWED 86% OF CAR SAFETY SEATS WERE MISUSED. Car seats are extremely effective when correctly installed and used, reducing the risk of death by 71 percent for children under age 1 and by 54 percent for toddlers ages 1 to 4.

The Rainbow babies & Children's Hospital Community Safety and Resource Center is the lead agency for the Greater Cleveland Safe Communities Coalition which is part of the National SAFE KIDS Campaign, the first and only national organization dedicated solely to the prevention of unintentional childhood injury--the number one killer of children ages 14 and under. There are more than 260 State and Local SAFE KIDS Coalitions in all 50 states, the District of Columbia and Puerto Rico.

MAYOR CAIN PROCLAIMS SEPTEMBER 21ST AS LAKEWOOD CHRISTIAN SERVICE CENTER SUNDAY

Mayor Madeline A. Cain today proclaimed the observance of "Lakewood Christian Service Center Sunday" to be September 21, 2003. On that day, Lakewood Christian Service Center (LCSC) will salute 20 years of service to Lakewood citizens by conducting a massive city-wide food collection event to honor the work of the LCSC. Lolly the Trolley will loop the city, stopping at various food collection sites that include Lakewood churches, Lakewood City Hall, and Lakewood Divisions of Police and Fire, with a final stop at the Center. INNOVATIVE FAMILY SUPPORT PROGRAM AWARDED $42,500 GRANT TO FORM STRATEGIC ALLIANCE

Dottie Buckon Director of the Lakewood Department of Human Services, today announced that the Division of Early Childhood in collaboration with the Heights Parent Center and the Shaker Family Center have been awarded a joint grant from the Cleveland and Gund Foundations in the amount of $42,500, to form a strategic alliance between the three organizations in order to promote family support principles and programs. "The City of Lakewood is proud to be a part of this groundbreaking effort and as the first municipality in the collaboration we have been the model in our service and commitment to families in our community," said Mayor Madeline Cain.

"Our Family Room program is an integral part of our Early Childhood program offerings and I look forward to working in collaboration with the staff from both of these fine organizations," said Toni Gelsomino, Lakewood Early Childhood Program Manager. LAKEWOOD TO DECLARE OCTOBER 5TH FIREFIGHTER MEMORIAL DAY


Mayor Madeline A. Cain will introduce two resolutions on Monday, September 15, 2003 in honor of Fire Prevention Week. The first resolution declares Sunday, October 5, 2003 at Firefighter Memorial Day in the City of Lakewood. The second proclaims October 5-11 as Fire Prevention Week in Lakewood. Mayor Cain will present the resolution at the regularly scheduled City Council meeting to be held at 7:30 p.m. in the City Hall Auditorium, 12650 Detroit Avenue.

LAKEWOOD TO REMEMBER THOSE LOST ON SEPTEMBER 11TH

Mayor Madeline A. Cain invites Lakewood Citizens to gather on Thursday, September 11th with representatives from both the Lakewood Division of Police and Fire in a ceremony that will commence at 2:30pm at the memorial marker in front of Lakewood City Hall, 12650 Detroit Avenue. A wreath will be placed at the marker which was dedicated earlier this year and reads "In memory of the officers killed in the attack on New York City, 9-11-01". Following the assembly and brief remarks the group will then proceed to Fire Station One at 14601 Madison Avenue for the placing of a wreath at the Fire Fighters' Memorial and the conclusion of the remembrance. Lakewood residents are encouraged to fly flags and leave on their porch lights. Municipal flags will be flown at half-mast out of respect for those lost.

"We appreciate and are indeed proud of all our police officers, fire fighters, civilians and volunteers both locally and nationally and take time today to pause and remember those no longer with us," said Mayor Cain. "We mourn their loss, appreciate their sacrifices and will work together for a peaceful tomorrow."

WINTERHURST TO HOLD ICE SKATING RECREATION FAIR ON SUNDAY, SEPTEMBER 14, 2003

MAYOR PROPOSES AGREEMENT WITH COX CABLE--A TRIPLE PLAY FOR THE CITY, SCHOOLS AND LIBRARIES

Mayor Cain announced today that she will bring to council for review and adoption a new Cable Television Franchise Agreement with Cox Communications that will be a big win for our City, Schools and libraries bringing 21st Century technologies that will enhance and expand opportunities and access to information for all Lakewood residents.

"I am very proud of the City's leadership, particularly Law Director Kevin Spellacy, who has worked for nearly two years to negotiate an agreement on behalf of the City, Schools and Library that realizes benefits not seen in recent years in any other franchise agreement negotiated with Cox Communications in the State of Ohio," said Mayor Cain.

The new Cable Franchise agreement provides our community with:
 • New fiber optic technologies
 • Expanded network that will connect all buildings and classrooms for our schools and public libraries programming to all Lakewood residents at no cost to the schools or libraries
 • Free installation and basic services to our schools, libraries and City facilities
 • Senior citizens with a 15% discount off the regular price of Expanded Basic Cable Service and limit rate increases for basic services
 • Franchise fees to the City of Lakewood up to $400,000 annually. Over the life of this agreement, the City of Lakewood and the Board of Education will realize over two million dollars in combined savings for various services.

This proposed agreement reflects the collaborative efforts of Superintendent Dr. Joseph Madak, Treasurer Rick Burdine and Information and Technology Coordinator Jim Marras from the Lakewood City Schools, Executive Director Ken Warren from the Lakewood Public Library and the City's Information Systems Manager Barbara McQuilkin who provided ongoing assistance in this strenuous and highly technical negotiating process.

CITY OF LAKEWOOD MAKES ECONOMIC PITCH TO RETAIN PHIL VEDDA & SONS, LOCAL PRINTING COMPANY

Mayor Madeline Cain announced today yet another example of the Administration's continued commitment to the revitalization and retention of Lakewood Businesses with the submission of legislation to Council to authorize the City to enter into a contract and use Economic Development Fund (EDF) dollars to assist Phil Vedda & Sons Printing Company to stay in Lakewood and expand their business that has been in Lakewood since 1956. Vedda hopes to construct an approximately 20,000 square-foot new facility on the vacant "brownfield" property at 12000 Berea Road thereby returning this piece of land to a viable productive use. In addition to providing for their immediate expansion needs, this property will also accommodate improved docking, ample parking and room for future growth of the Company.

"The City of Lakewood is ever vigilant and aggressive in doing everything possible to retain and assist viable businesses to expand in our community- providing jobs, additional tax revenues for the City and Schools while reinforcing that Lakewood is a great place to do business," said Mayor Cain.

Over the past several months, the Planning & Development Department has been working with Phil Vedda & Sons Printing Company regarding the company's need to expand and relocate to a single-story facility to better accommodate their existing and future printing processes and equipment.

The City's request to utilize approximately $20,000, EDF Program funds will be used to conduct a necessary update to a Phase I and Phase II environmental assessment on the vacant parcel by the environmental engineering firm of Hull & Associates, Inc.

The City of Lakewood established the Economic Development Fund (EDF) in 1997 in order to provide needed and appropriate financial incentives, assistance and support to companies investing in Lakewood. The goal of the program is to foster redevelopment efforts, to increase jobs, generate new tax revenues and provide for physical improvements in Lakewood.
While the Program is available to businesses throughout the community, the eastern end of Lakewood including the Highland/West 117th Street business corridor and the Berea Road Industrial Corridor were targeted for assistance at the time the Program was established. Since its inception, several economic development projects in this area have been assisted. These include the move of Galaxy Balloons to the eastern end of the Berea Road corridor, the expansion of the Virginia Marti College into the adjacent vacant theater building and the conversion of the former Yorktown Motel to the Optimal Health Clinic medical offices, both currently under construction. More recently EDF Program assistance was approved for the planned expansion of the Hinkley Lighting Company at the western end of the Berea Road Corridor and to undertake the environmental assessment on the vacant Koepke property in support of the planned Rockport Square housing development, just blocks from the Highland Corridor/Detroit Avenue eastern gateway into our community.
The majority of these EDF-assisted projects have involved vacant or underutilized sites or buildings that will be converted back to productive tax-generating properties. The Phil Vedda & Sons Printing Company relocation and expansion project represents yet another opportunity to utilize the EDF Program to strengthen the Berea Road corridor, convert another vacant site to a tax-generating property, and to assist a long-standing Lakewood company to expand and remain in our community.

LAKEWOOD WELCOMES REALTORS TO THE "CITY OF HOMES"
UNIQUE SEMINAR SHOWCASES LAKEWOOD'S DIVERSE HOUSING

Lakewood's Ninth Real Estate Seminar, entitled "Lakewood-The City of Homes" will take place on Tuesday, September 9, 2003 from 8:30 a.m. - 4:30.p.m. at one of Lakewood's premier lakefront restaurants, pier W® located at 12700 Lake Avenue. Mayor Madeline Cain will welcome Lakewood Schools Superintendent Dr. P. JEAN GORSKI NAMED ASSISTANT DIRECTOR FOR LAKEWOOD DEPARTMENT OF HUMAN SERVICES, DIVISION OF HEALTH

Mayor Madeline Cain today announced the promotion of Eugenia (Jean) Gorski, RN to the position of Assistant Director for the Division of Health at the City of Lakewood Department of Human Services. "We are very fortunate to have Jean Gorski who brings both expertise and extensive understanding of the needs of this community to this new position," said Mayor Cain. "We are confident that our Health Department is in very capable hands," said Human Services Director, and former Assistant Director for the Division of Health, Dottie Buckon.

Jean has worked for the City of Lakewood, Division of Health since 1978 in the roles of public Health Nurse and most recently nursing supervisor. She not only brings a long history of service to the job but she also has the enthusiasm and ability to lead the Division of Health in its future efforts of disaster preparedness and public health infrastructure building. Jean has been instrumental in developing several key public health programs in service to Lakewood residents. She initiated Lakewood Gets the Lead Out, a childhood lead poisoning prevention program which has received state and national recognition for innovation and service. She also implemented enhancements to the childhood immunization program and made a presentation describing the program's success at the State of Ohio Immunization Conference.

Jean is a long-time resident of Lakewood and feels very strongly about the health of residents and the City's future. "It is easy to be motivated in a job where the beneficiaries of your work are also your neighbors," said Assistant Director Gorski.

PASTA FIESTA SET FOR SEPTEMBER 18TH

The Lakewood Foundation and the Lakewood Commission on Aging Advisory Committee will hold a Pasta Fiesta dinner on Thursday, September 18, 2003 in the Woman's Club Pavilion at Lakewood Park. Dinner seating times will be 4:00, 5:30 and 7:00 p.m. The dinner menu includes pasta and meatballs by Italian Creations Restaurant, a garden salad, rolls and butter, a beverage and cake. Cost is $7.00 for adults and $3.00 for children 10 and younger. The pasta and sauce for this year's Pasta Fiesta is generously donated by Italian Creations Restaurant. Old World music will be provided by strolling musician Bob Orlandi. The evening also includes door prizes with a grand prize basket filled with over $150.00 worth of ingredients for an authentic Italian dinner. Proceeds from the Pasta Fiesta will go toward continued programming and services for Lakewood seniors.

LAKEWOOD COMMUNITY FESTIVAL SET FOR SATURDAY, SEPTEMBER 6TH AT MADISON PARK

The 16th annual Lakewood Community Festival is scheduled for Saturday, September 6, 2003 at Madison Park, 13029 Madison Avenue. The festival celebrates community, cultural heritage and families. It is a day of fun and activities for everyone.

Mayor Madeline A. Cain will kick off the festival at a fast pace by serving as official starter for the 5K "Kielbasa Run" at 9:00 a.m. and the ½ mile Children's Fun Run at 10:00 a.m. At 11:30 a.m., there will be a Flag Raising Ceremony by various military organizations and the Lakewood High School Ranger Marching Band. Entertainment begins at 12:00 p.m. and will continue until closing at 5:00 p.m. This year's performers include Bob & Shelly Orlandi, Silouette School of Dance, John Pasterik Combo and the Mary Kay Dancers.

Craft and game booths, pony rides, children's games, the Lake Erie Nature Center and the NASA bus, will be part of the festivities, as well as a variety of delectable foods including stuffed cabbage, cabbage and noodles, kielbasa and sauerkraut, pizza, Chinese and Vietnamese cuisine and other dishes. An assortment of traditional ethnic baked goods and other desserts will be available.

At 4:00 p.m., a charity baseball game will take place between the Lakewood Division of Police and the Lakewood Division of Fire. The Lakewood Community Festival, Inc. will make donations to the charity of choice for each of the teams.

The festival, sponsored by the Lakewood Community Festival, Inc. and the City of Lakewood, is traditionally the last event of the summer. Proceeds from the festival will be donated to various local organizations. In the event of rain, the festival will be held on Saturday, September 13, 2003.

DIVISION OF AGING TO HOLD HOT DOG COOKOUT AND OLD-FASHIONED TAFFY PULL

The Lakewood Division of Aging will hold a Hot Dog Cookout and old-fashioned Taffy Pull on Friday, August 22, 2003 at 12:15 p.m. in the Woman's Club Pavilion at Lakewood Park. The annual Hot Dog Cookout will be complemented by the old-fashioned Taffy Pull by Amos Campbell. Each participant will be given their own taffy to pull. Mr. Campbell's program has support from the Ohio Bicentennial Commission.

FIGHT THE BITE LAKEWOOD EFFORTS CONTINUE

The Public Works Department will complete a fourth round of citywide public sewer larviciding this week. Residents are encouraged to check their property for potential mosquito-breeding sites such as sewer drains, standing water and blocked gutters. Sewer drains can be treated using over-the-counter larvicide products, such as Mosquito Dunkâ, which can be purchased at local hardware stores, garden centers and nurseries. Standing water can be eliminated by doing the following:

Cleaning rain gutters and downspouts.
Removing containers, tires and children's toys that may hold standing water.
Cleaning and chlorinating swimming pools and hot tubs and keeping these covered when not in use.
Changing water in birdbaths and wading pools at least once a week.
Providing tight-fitting lids on all containers.
Properly maintaining ornamental ponds and fountains.

The Ohio Department of Health confirmed this week that a bird, found on the city's west side, tested positive for West Nile Virus. Lakewood mosquito traps continue to yield very low numbers, however, ODH also reported a third mosquito pool, trapped in the Taft school area, tested positive for West Nile Virus. There are no reported human cases at this time.

Take personal precautions to avoid mosquitoes:
Make sure that doors and windows have tight-fitting screens and repair or replace any damaged screens.
Avoid going outside at dawn and dusk when mosquitoes bite
Wear light colored clothing and cover arms and legs when possible.
Use mosquito repellants wisely.

Residents are directed to call the Lakewood Animal Shelter at 216.529.5020 to report dead birds and the Lakewood Division of Health to report potential mosquito breeding areas at 216.529.7690.

LAKEWOOD POLICE AWARDED BULLETPROOF VESTS PARTNERSHIP GRANT

Mayor Madeline A. Cain today announced the confirmation of the approval of the 2003 Bulletproof Vest Partnership Grant in the amount of $5,319.00. This award is good news for the Lakewood Division of Police as these funds may be used to pay up to 50% of the cost of bulletproof vest purchases. Each vest costs approximately$800 and the department will strive to replace thirteen this year.

"Providing new protective body armor to our Lakewood officers is extremely important and we are pleased to again be awarded these funds which are necessary to continue the bulletproof vest replacement rotation program begun during my administration," said Mayor Cain.

The competitive application process is through the Bureau of Justice Assistance (BJA) working in partnership with state and local law enforcement by providing funds for the purchase of protective body armor.

MAYOR CAIN SCOOPS UP FUN AT ANNUAL SHAREFEST FAMILY CARNIVAL

Mayor Cain invites all families with young children and all who are young at heart to join her for the annual Sharefest Family Carnival including an old fashioned free Early Childhood Ice Cream Social, where Mayor Cain will scoop the ice cream, followed by the last Friday Flick, Monsters Inc. All this family fun will take place on Friday, August 8th beginning at 5:00pm at Lakewood Park by the Bandshell.

Sharefest is a grassroots carnival put on by the middle school students in Lakewood's H2O "Help to Others" Summer Service Camp. The campers will set up game booths and craft activities for young children. There will be face painting and lots of prizes for the little ones.
The proceeds for this year's carnival will go to the Lakewood Christian Service Center.
"This event is all about celebrating our young families and providing an old fashioned family fun night," said Mayor Cain "I commend our Department of Human Services Division of Early Childhood and our wonderful young people from H20 and for making this entire carnival such great fun for the families of Lakewood."

LAKEWOOD TEAMS UP WITH AMERICAN CANCER SOCIETY'S RELAY FOR LIFE

Mayor Madeline A. Cain will welcome community teams from throughout Lakewood as they step-off for the August 8-9 Relay For Life event held at Lakewood High School Stadium (Bunts and Madison) beginning at 6:00pm on Friday August 8th.

Relay for Life is an event that brings together members of the community to honor cancer survivors, remember those who have lost their lives in the fight against cancer and to raise money for research. This is the first year that the City of Lakewood will host Relay For Life, with teams from H20 youth service organization, City of Lakewood Employees, and various other faith based and community groups. The event will run from 6:00pm Friday night through 12noon on Saturday.

Immediately following the welcome by Mayor Cain will be a Victory Lap walk for cancer survivors. Members of the community are invited to show their support for those individuals and their loved ones whose lives have been changed by cancer. Then at dusk the track with be illuminated with luminaria as a candlelit tribute to those battling cancer and as a reminder of those lost to the disease.

"We are pleased that Lakewood has joined other communities across Northeastern Ohio to be a part of Relay For Life, a unique event that raises money to fight cancer and at the same time builds community," said Mayor Cain.

Throughout the night, teams of 8-15 people will have at least one member of the team walking, running or strolling for the entire event. The goal for each team is to raise at least $100.00 per person. Contests, games and food will continue throughout the night.
Relay For Life was started in Tacoma Washington in 1985 by Doctor Gordon Klatt who walked solo around a track to raise $27,000 for the fight against cancer.

GOOD NEWS FOR LAKEWOOD'S WEST NILE VIRUS PREVENTION PLAN

The most recent report from the Ohio Department of Health confirmed that mosquito traps submitted by the Division of Health tested negative for the West Nile Virus. The report also reflects a decrease in the number of mosquitoes trapped. "We believe that our prevention measures which include diligent monitoring of catch basins and mosquitoes, aggressive larviciding, and quick response to citizen reports regarding mosquito breeding conditions have contributed to this good news," said Dottie Buckon, Director of Human Services. Lakewood continues to have no reported human or bird cases at this time.
"I commend our residents, our Health Department and our Public Works personnel for their diligent prevention efforts and their partnership in our Fight the Bite Lakewood program," said Mayor Cain. Residents are encouraged to continue the strong prevention partnership with the City to help reduce the risk of exposure to mosquito borne illnesses by doing the following:

Eliminate opportunities for mosquitoes to grow:
Remove containers, tires and children's toys that may hold standing water.
Clean rain gutters and downspouts.
Clean and chlorinate swimming pools and hot tubs. Keep covered when not in use.
Change water in birdbaths and wading pools at least once a week.
Provide tight-fitting lids on all containers.

SITTING PRETTY IN LAKEWOOD AT THE 2003 ARTS FESTIVAL

The City of Lakewood is proud to welcome the third annual "Sitting Pretty" bench project, due to launch August 2, 2003 at the Lakewood Arts Festival. A project of the Junior Women's Club of Lakewood (JWCL), in conjunction with the Bay Village, Fairview Park, Rocky River and Westlake Junior Women's Clubs, "Sitting Pretty" will place decorated benches on display throughout the communities during the month of August. Benches have been decorated by local artists and sponsored by community-based patrons. The benches will then be auctioned at an event in September. This imaginative project has, in the past two years, raised approximately $32,000 for Lakewood charitable organizations. This year's recipients for the proceeds will be: H20- Help to Others, Mathew's Lending Library, The Chat Room, Lakewood Meals on Wheels and JWCL Scholarship Fund.

Mayor Madeline A. Cain has enjoyed owning one of the most-coveted benches, won at the 2001 "Sitting Pretty" auction painted by noted local artist, Hector Vega. "My bench features irises similar to those on banners proclaiming Lakewood to be a Great Place to Call Home," said Mayor Cain. "I'm particularly fond of irises because, in addition to their beauty, they are traditionally planted at the gate to say Welcome -- and Lakewood is noted for being a beautiful, welcoming community."

MAYOR CAIN TO SWEAR-IN NEW FIREFIGHTER/PARAMEDIC

Lakewood Mayor Madeline A. Cain will administer the oath of office to a new Firefighter/Paramedic, Seth Andregg on Thursday July 31st at 4:00pm in the Auditorium at Lakewood City Hall located at 12650 Detroit Avenue.

Firefighter Andregg, a St. Edward graduate (1994) has a B.A. degree from Mercyhurst College in Criminal Justice and his EMT license. Prior to joining the City of Lakewood, Seth worked for Tri-County Ambulance as a paramedic. He and his wife Mari are the parents of 2-year-old Seth Alexander.

LAKEWOOD OFFICIALS DISAPPOINTED THAT DISCUSSIONS WITH WEST END HOMEOWNERS HINDERED BY OUT-OF-TOWN LAWYERS

In June, Lakewood City Council acted on public requests for independent third party negotiation and hired lawyer and well-known former judge James J. McMonagle to facilitate negotiations and discussions with property owners in the West End who had not yet reached an agreement to sell their property to the developer of the proposed Shops at West End.

Judge McMonagle's report was submitted today to City Council and indicates that, after initial discussions with a number of the property owners, he received written and verbal communication from the Institute of Justice, a libertarian Washington, D.C.-based law firm representing many of the remaining property owners, prohibiting him from having further contact with their clients.

McMonagle's report states that he was concerned that not all of the residents had been informed as to the potential initial offers that would be made for their properties. In a letter to the Institute for Justice, Judge McMonagle writes: "I am not fully confident that all of your clients have already received an offer for their property and I think they should at least be informed as to what would be offered for their property."

So far, purchase agreements have been signed with 71 percent of the homeowners, at an average of 26 percent above their homes' market value. In addition to a significant premium above market value, the developers are offering up to $1,500 in moving expenses and $3,000 toward financing costs for their new home.

"We respect the rights of the remaining property owners to legal representation," said Mayor Madeline Cain. "However, it is disconcerting that a national libertarian special interest group is prohibiting discussions that could lead to resolution."

"Withholding information from the homeowners will certainly not serve their best interests. By restricting contact, the Institute for Justice may be prohibiting a fair and equal opportunity for the property owners to understand the negotiations, take part in a discussion and make the choice for themselves," she said.

Judge McMonagle also reported to Council that negotiations will continue with the remaining property owners that are not represented by the Institute.

LAKEWOOD SPONSORS 26TH ANNUAL ARTS FESTIVAL
ART, MUSIC, FOOD AND CHILDREN'S ACTIVITIES TAKE OVER DOWNTOWN LAKEWOOD!

Mayor Madeline Cain invites all art festival enthusiasts to plan on attending the 26th Annual Lakewood Arts Festival which will take place on Saturday, August 2, 2003 from 10 a.m. to 6 p.m. on Detroit Avenue between Belle and Elmwood Avenues. This year's festival is a juried exhibition of all media in fine arts and crafts and will feature 160 artists from across the country and over 30 additional booths operated by various not-for-profit organizations and offering food, beverages, products and activities for children. In addition, live music will be performed throughout the day at City Center Park, located at Cook and Detroit Avenues.

Detroit Avenue in downtown Lakewood will be closed to traffic and artists will set up their booths along Detroit Avenue between Belle and Elmwood Avenues. The festival will take place rain or shine and there is no admission fee.

MAYOR CAIN GUEST SPEAKER AT LOCAL #310 SCHOLARSHIP AWARDS

Lakewood Mayor Madeline A. Cain will be the guest speaker at the Annual Scholarship Award Ceremony of the Building Laborers' Union Local No.310, on Saturday July 26th at 12:30pm. The Awards Luncheon will take place at the Building Laborers' Union, 3250 Euclid Avenue in Cleveland. The scholarship fund was created for the children of the union's members in 1994. Every July a ceremony is held for first year recipients and their parents. "I am honored to be invited as guest speaker to Local #310's annual scholarship award ceremony," said Mayor Cain. "I look forward to congratulating the recipients and their families."
