Ward 1:
David W. Anderson was appointed as the Councilman for Ward 1 in March, 2011. He believes Lakewood is the greatest city in which he has ever enjoyed. Lakewood’s people, homes, services, libraries, shops, sidewalks and recreation make this a great place to live and raise a family.
Upon graduating from Kent State University in 1991, David went to Washington, D. C., to work for United States Senator Howard M. Metzenbaum until 1995. He returned to northeast Ohio later that year to work for a subsidiary of Diebold then joined the Greater Cleveland Growth Association in 1997 (now the Greater Cleveland Partnership). He currently serves as the deputy director for City Year Cleveland.
David is a long time Ward 1 business owner, having bought his first home in Lakewood in 1998 and now owns three rental properties in the city. His eclectic blend of public, private and non-profit experience has led to a combination of communication, planning, leadership, budget management and business development skills. David has demonstrated civic leadership and service values and a passion to make a difference.
He and his wife, Andrea, married in 2001 and now have four amazing children, Brianna, Reese, Luke and Benjamin.

Thomas Bullock

Ward 2:
Tom Bullock represents Lakewood’s Ward 2. He works hard on key priorities, including keeping Lakewood safe, clean, and family-friendly; bringing development to our downtown; and making our community a model green, historic city. Among other accomplishments, Councilman Bullock has helped to:
- increase landlord and parental responsibility through a stronger nuisance ordinance and daytime curfews;
- increase recycling and expand farmers markets;
- restore fiscal strength by helping pass budgets that spend less than the City takes in.

Bullock chairs the Public Works Committee and serves on the Rules and Ordinances Committee and the Economic Development Committee. He brings to Council more than sixteen years’ experience in community leadership and making government work for people, including work with top Ohio leaders and service on Capitol Hill as a congressional aide. He has a B.A. in government from American University in Washington, D.C. and an M.A. in Classics from the University of London.

Shawn Juris

Ward 3
Shawn Juris was appointed as Ward 3 Council Member in January 2011. He is passionate about Lakewood and looks forward to having a positive impact on realizing the city’s full potential. As consumers, we look for value or a balance of price, product and service. His focus is on providing this value to our citizens.
After graduating from Bowling Green State University with a degree in Psychology, he went on to work for 2 years in social services and 7 years in the corporate sector. Since 2004 Shawn has been operating his own business, the Juris Agency, which has been in Lakewood since May 2009. He has been involved in the community in a variety of civic, philanthropic and professional organizations.
Shawn and his wife Susana are raising their children, Declan and Avery in their home on Lincoln Avenue, which has been in the family since 1955.
Mary Louise Madigan

Ward 4:
Mary Louise Madigan represents Ward 4, Lakewood's east end. She is currently serving the last year of her second term. A graduate of Magnificat High School and Cleveland State University, Madigan currently works full time for the Cuyahoga County Office of Health and Human Services, which includes the systems that care for abused and neglected children, seniors and working families. She works evenings, weekends and some lunch hours responding to numerous constituent requests and inquiries ranging from economic development to animal control. Ms. Madigan's focus at City Hall this year is to work with the Administration to promote business and development in the east end and work with interested neighborhoods to form and maintain Block Watch groups. "Lakewood faces huge decisions about services and infrastructure. Our budget is tight, so the Council is working with the Administration to develop a plan to lead Lakewood through the next 5 years." Brian E. Powers

Brian Powers has served as an At-Large Member of City Council since January 2008. His main priority on Council has been to help restore structural balance to the City's finances. He has pledged to work collaboratively with all members of Council and the Administration to help solve Lakewood's financial challenges. In addition to his duties as an At-Large Member of Council, he also serves as Chair of the Finance Committee and is a member of the Health and Human Services Committee.
Before joining City Council, Brian previously served as Chair of the City's Planning Commission, Co-Chair of the Campaign for Lakewood's Future, and Chair of the campaign to raise funds to build the new Lakewood Public Library. He has also served on the Board of Directors for Lakewood Hospital, Lakewood Catholic Academy, and the Cleveland Bar Association. He is a volunteer youth baseball coach and an active member of St. Luke's Parish. Brian is a graduate of Bowling Green State University and Harvard Law School. Brian and his wife Maureen Smith Powers are very proud of their three daughters: Callie, Grace and Molly.

Monique Smith

Monique Smith is a proud resident, homeowner and active member of the vibrant, diverse community that we have in Lakewood. Before being elected to city council as a member At-Large in November 2009, Monique served the community through a variety of volunteer roles. As a member of the Lakewood Citizens Advisory Committee and LakewoodAlive she worked on housing and economic development programs. She has also been involved with the city-wide Block Club program and served on the Lakewood Public Schools reconstruction committee. After graduating from the School for Creative and Performing Arts in Cincinnati, Monique served as an Americorps volunteer in the City Year program and studied Political Science at The Ohio State University. Drawing on her experience with the arts, community service and business, Monique will work to enhance and promote the characteristics that make Lakewood unique and which allow it to thrive such as our arts community, diversity, housing and independently owned businesses.

Ryan Nowlin

Ryan Nowlin is a fourth-generation resident of Lakewood, and has served as an At-Large Member of the Lakewood City Council since January, 2011. Ryan is committed to helping Lakewood remain northeast Ohio’s best place to live, to work, and to raise a family. Prior to his appointment to City Council, Ryan served as a Co-Chair of the Citizens’ Advisory Committee and as a member of the Board of Zoning Appeals. He has also served as a member of the Lakewood YMCA Branch Advisory Board.
Ryan is an attorney at Schneider, Smeltz, Ranney & LaFond P.L.L., where he maintains a practice in the areas of commercial litigation and family law. He is a graduate of the University of Maryland School of Law, Loyola University Maryland, and St. Ignatius High School. Ryan and his wife Meghan are proud parents of their daughter, Maisie, and their twin sons, Peter and Tommy.
