Ward 1:
David W. Anderson was appointed as the Councilman for Ward 1 in March, 2011 and elected to a full term in November, 2011. He believes Lakewood is the greatest city in which he has ever enjoyed. Lakewood’s people, homes, services, libraries, shops, sidewalks, safety and recreation make this a great place to live and raise a family.

Upon graduating from Kent State University in 1991, David went to Washington, D. C., to work for United States Senator Howard M. Metzenbaum until 1995. He returned to northeast Ohio later that year to work for a subsidiary of Diebold and has since accumulated 20 years of experience in Cleveland’s business, educational and non-profit communities. His eclectic blend of public, private and non-profit experience has led to a combination of communication, planning, leadership, budget management and business development skills.

David is a long time Ward 1 business owner. Having bought his first home in Lakewood in 1998 he now owns three rental properties in the city. In addition to investing in the city, David has demonstrated civic leadership, service values and a passion to make a difference.

He and his wife, Andrea, married in 2001 and now have four amazing children, Brianna, Reese, Luke and Benjamin.

Sam O’Leary is a lifetime resident of Lakewood and graduate of the Lakewood City Schools. Sam grew up on Clarence Avenue, but moved to Clifton Boulevard when he returned to Lakewood after studying public policy at The George Washington University in Washington, D.C.

From early involvement in numerous political and civic campaigns, to serving on the Board of Zoning Appeals and the Tax Incentive Review Council, Sam has committed himself to knowing Lakewood, its residents, and the issues we face as a city. These experiences inform Sam’s vision of Lakewood as an historic and unique residential city complimented by vibrant commercial corridors that comprehensively serve the shopping, dining, and recreational needs of our citizens. To that end, Sam strives to develop and support partnerships between public, private, and non-profit stakeholders that turn eyesores into economic engines, while preserving our delicate balance of residential and commercial interests.

Sam is an attorney at McGown & Markling Co. L.P.A., where he practices primarily in the area of public entity law.

Shawn Juris

Ward 3:
Shawn Juris was elected to Council in November 2011. He is passionate about Lakewood and looks forward to having a positive impact on realizing the city’s full potential. As consumers, we look for value or a balance of price, product and service. His focus is on providing this value to our citizens.

After graduating from Bowling Green State University with a degree in Psychology, he went on to work for 2 years in social services and 7 years in the corporate sector. Since 2004 Shawn has been operating his own business, the Juris Agency, which has been in Lakewood since May 2009. He has been involved in the community in a variety of civic, philanthropic and professional organizations.

Shawn and his wife Susana are raising their children, Declan and Avery in their home on Lincoln Avenue, which has been in the family since 1955.

Mary Louise Madigan

Ward 4:
Mary Louise Madigan represents Lakewood’s east end which includes the Gold Coast, Birdtown and streets that include some of Lakewood’s oldest and most historic homes. Ward 4 is the most socially, culturally and economically diverse ward in the city, home to multi-generational businesses and families as well as new residents from across the country and the globe. Now in her third term, Madigan’s focus at City Hall is to align the strength of our neighborhoods with the long-range planning and economic development vision established by this Council and Mayor Summers’s Administration.

Madigan currently works full time for the Cuyahoga County Office of Health & Human Services in a policy and planning capacity. Her experience and enthusiasm characterize her service.

Thomas Bullock

At-Large:

After six years serving as Ward 2 Councilperson, Tom Bullock now represents the entire city as an At-Large Member of Council. He works to keep Lakewood safe, clean, and family-friendly; develop and beautify our commercial areas, and make our community a model green, walking city. Among other accomplishments, Councilman Bullock has helped to:

  • increase neighborhood quality through stronger nuisance ordinances and improved housing inspection procedures;
  • increase recycling and expand farmers markets;
  • restore fiscal strength by helping pass budgets that spend less than the City takes in.

Bullock chairs the Public Safety Committee and serves on the Finance Committee, Public Works Committee, and Lakewood Hospital's Board of Trustees. He brings to Council more than nineteen years’ experience in community leadership and making government work for people, including service on Capitol Hill. He has a B.A. in government from American University in Washington, D.C. and an M.A. in Classics from the University of London.

Cindy Marx

At-Large:
Cindy Marx is a long time resident of Lakewood and was elected to begin her service as an At-Large Member of the Lakewood City Council in January 2014.  Her service to the City includes Grow Lakewood Committee, Citizens Advisory Committee, and most recently Chair of the Lakewood Loan Approval Board.

Cindy has over 30 years of business experience in building and managing Specialty Medical and Dental Practices. Her experience driving performance improvements in a dynamic environment includes managing financial operations, budgeting, enforcing regulatory compliance as well as developing and implementing strategies for business improvement that resulted in the creation of successful independent practices. She is committed to working collaboratively with all members of Council and the Administration on planning not just for today but also for Lakewood’s future.

She believes that the arts and cultural community can serve as an economic engine and hopes to be a driving force behind that development while preserving the historic nature of neighborhoods and creating an attractive, safe environment that embraces diversity and nurtures the families and independent businesses that choose to make Lakewood their home.

Cindy and her husband Jake live in Ward 4 on Grace Avenue. She is practice manager and patient coordinator for Raj Plastic Surgery.

Ryan Nowlin

At-Large:
Ryan Nowlin is a fourth-generation resident of Lakewood, and has served as an At-Large Member of the Lakewood City Council since January, 2011. Ryan is committed to helping Lakewood remain northeast Ohio’s best place to live, to work, and to raise a family. Prior to his appointment to City Council, Ryan served as a Co-Chair of the Citizens’ Advisory Committee and as a member of the Board of Zoning Appeals. He has also served as a member of the Lakewood YMCA Branch Advisory Board.

Ryan is an attorney at Schneider, Smeltz, Ranney & LaFond P.L.L., where he maintains a practice in the areas of commercial litigation and family law. He is a graduate of the University of Maryland School of Law, Loyola University Maryland, and St. Ignatius High School. Ryan and his wife Meghan are proud parents of their daughter, Maisie, and their twin sons, Peter and Tommy.
